so the UA tattoos take a cumulative attunement slot no matter how many there are. Also, prosthetic limbs will only take a single slot no matter how many there are, granted prosthetic limbs generally don't provide a mechanical advantage over standard ones, but some DM's might rule that they allow use of wand sheaths or armblades on the same attunement slot, or allow for them to have special abilities or effects. What would be the best way to implement this? Would I have to create a homebrew item that has all the combined effects and then just use that?
Attunement - The new mechanics for Tattoos attunement are not something we are currently able to model. For now their attunement requirement has been disabled entirely, to allow you to follow the rules as presented.
