I've purchased Sword Coast Adventurer's Guide two weeks ago on the dndbeyond app, during the purchase I had an internet hiccup and got an error, I tried again but this time it told me that the content was purchased. Two transactions were deducted from by bank account, one of which eventually got cancelled. Still had no access to the content though. I decided to try again, figuring that the first transaction will be cancelled too but got the same error message, telling me that it was already purchased and that i had to check my google account on the status of the purchase. According to google play it was purchased successfully, only the one transaction remained in my bank account and it's been like that for two weeks now. I've submitted a ticket on dndbeyond support page, and still patiently waiting for a reply...submitted another one yesterday and still no response. Trying my luck here as I really love dndbeyond and would love to have the book I paid for...

If you can see that entry in a browser, but can't access SCAG in the app, try going to More, then My Account (the big B). Double click your avatar/user icon. A customer support screen should come up. click on "Download Latest Manifest". See if that fixes it.
Note: if this doesn't do it, you should contact support. Unfortunately, their response times have gotten really long, so I'm trying to run through every fix I can think of for you in hopes we can get it corrected without you having to wait for them. I'll keep trying to suggest some things to try, and others may chime in, but if this doesn't fix it you might as well get yourself in the queue for official support.
Problem with the link is I am in a campaign with this content shared. So I am able to see that spell in the browser. However a character not in the shared campaign is unable to use the spells in the character editor, and in the app it's listed as shared with me instead of showing it as owned as with my other books. I have contacted support two weeks ago, waiting on a reply from them still.
First, my apologies for losing track of the fact that you had already submitted a support ticket. Thank you for more information. Here’s something else for you to try: while on the website (as opposed to the app), click on your avatar/user name in the upper right. Choose Account. Click on the Marketplace tab. Look for the section on entitlements: it will either tell you that your everything is in sync, or that you need to “sync my entitlements.” If the latter, click on that button. Then log out, wait 15 minutes or so and log back in. See if that makes a difference.
If that fixes it for you on the web but not the app, try the download manifest thing I suggested. (This presumes you mean the original D&D app and not the new character app)
If none of that works, ask the person who turned on content sharing in the campaign to turn it off and turn it back on again. It’s a bit of a long shot, but it, too, my recheck permissions/entitlements.

Go to marketplace>order history. What do you see?
make sure you are signed into the same account on the app and in your browser.

I see the three orders placed, the last two cancelled and first one showing as though it went through (same as the other book I purchased)
