So the Replicate Magic Item infusion says that you can create the common items from Xanathar's Guide as an infusion and I went browsing for items and came across the Pot of Awakening and I thought how delightful of it would be for my little forest gnome to create an army of Awakened Shrubs. Sure, it takes a month, but by my reading the shrub should stay awakened even if you later choose a different infusion. Does that seem right?

Be nice to your platoon, after the first month of being awakened, it is no longer compelled to like you.
Oh definitely, Bettina (Birdy to her friends) loves all her little critter friends. She is basically a pyromaniacal Disney Princess, surrounded by bird and rodent friends. Now she gets shrubbery pals, too! Also the text for the Pot of Awakening just says it's friendly to you without the month clause. Either way, she will love her little vegetal friends.
ya know it is faster just to craft new ones, with infusions you have to be paitient and wait a whole month for a single pot so that you can later re-infuse once the period is over, use the crafting rules and in just a few days you make a single pot

True, but that's if you have the gold to spend on crafting a magic item. Using an infusion is much cheaper.

yeah but you have shrubbery minions, getting money should not be that hard should it? at least once you are level 10 the cost is significantly reduced and it is signinficantly faster.
Also remember that the aid spell can be great for protecting your little friends in case of an adventure

Get shrubbery minions and plant them around town, listening to gossip, get the information fed back to you by familiar who disguised as a spider or a rat or a bird (something familiar in that particular area) can visit each shrub who (when the coast is clear obviously) can tell the familiar what it has heard whilst you listen in. Use information to blackmail people, or prematurely solve problems for them. This way you can start with a couple of shrubs and slowly earn the money to make more, and you can send them out as you craft them, learn and craft!

here is the million dollar question however: what do you do past level 2 if you wanna really optimize shrubs per day? do we take mark of handling, go and continue to go for sorcerer until we get fast crafting at 11th level and 5th level spells at 9? to we dip into druid to get more useful plant spells like plant growth that lets us grow our shrubs faster, along with druid craft as well as getting awaken earlier?

Well if you start this process at level 2 I think you just need patience. I mean how long does it take for your character to get to level 11 in game? I'm sure there's enough time to have a sizable army. No real need to churn them out so fast, is there?

Teach some of the awakened shrubs how to craft pots of awakening themselves. This has the upside of freeing up your time for other projects and has the downside of the second generation of shrubs technically being loyal to the first generation instead of being loyal to you directly, though really that just means you rule by proxy.
You command your shrub generals, they command their children. And so goes the chain of command through each generation of shrubs.
You are now god-king of an expanding, self-sustaining, and perhaps most importantly photosynthesizing shrub empire.
The future is green.
