How can it be that a cleric receives divine magic from a god whom they do not worship yet, and whom could be any god of their choosing at a future date? Any god chosen is the wrong answer. They serve the Schrödinger's pantheon? Who knows if not the cleric nor the gods? Nor the player nor the DM?
You do choose the god. You just don't get any distinguishing benefits until level 3. It's like how you have to take basic classes for many subjects in college for any major.

You have served your god since Day One. You have served your god since before Day One. You have served your god since you first showed up at the Temple and devoted yourself to the god's service.
But a god isn't going to just hand magical powers to every Tom, Dick, and Harry who asks for them. You have to prove yourself worthy before you can be entrusted with such power! That's what Level 1 and Level 2 are - that's your time to prove yourself worthy. And if you try really really hard, and say your prayers, and eat your vegetables, and don't blaspheme, then your god will start granting you those special Domain powers at Level 3.
All I see is someone choosing to be intentionally obtuse on the matter. You don't "choose class options I get at level 3 before making the character". The only decisions you make at Level 1 are class and species. That's it. if you choose cleric, then you should also have an idea of what deity you want that cleric to worship, but even that can be just a general idea at this point. You don't have to make any decision regarding your level 3 options until you get to level 3.
Look at it this way.
Some day, if you're lucky, you might get to attend college. Getting accepted to college is the same as becoming a level 1 character. All that's required is that you fill out some paperwork. You don't have to declare your Major when you enroll, just like you don't have to choose your Domain at level 1. Your first year of college will mostly be just "general education" courses. You'll take Intro to English Lit, Western Civilization, a math course, an intro lab science, and maybe a 101 level language course. Your first year is your chance to dip your toe into the lowest level of a bunch of different topics to help you decide which of those topics you want to pursue further. That's what level 1 and level 2 are. Your deity grants you the most basic powers and watches to see how suited you are to them. You get some basic healing, some basic buff/debuffs, and some basic dps. That's it. But you have already committed yourself to that deity, just like a first-year student has already committed themselves to that college. You've completed your prayers, you've paid your tuition, you've got your holy symbol, you've got your parking pass, you're in.
You don't have to choose your major until your 2nd year of college, after you've had time to see which topic you're most interested in. Just like you don't have to choose your Domain until level 3, after you and your deity have had time to see whether you are more suited to being a tank, or a buff/debuffer, or a range healer, or whatever. Of course, you're the one actually making the decision. The deities are all fictional, because this is a fantasy game. So if you want to be a tank, pick War. If you want to max healing, choose Life. If you want to be sneaky, choose Trickery. And if you want to mix ranged heals and ranged dps, choose Light. In reality, you're the one choosing how to build your character. But in-game, it is played as a decision that your character and your character's deity make jointly.
Level 1 and level 2 give you (the player) a chance to see how your cleric fits into your adventuring group, and to see what play style you (the player) are most comfortable with. I really don't see what you're confused about. You make every decision. And you don't have to make any decision until the level required for that decision. You can build your character literally any way you want. No one is forcing your hand in anything. not every follower of a God of War is a bloodthirsty killer. The real-life US military has doctors, and medics, and lawyers, and diplomats, and scouts, and musicians... and they all wear the uniform, they all swear the same Oath, and they all serve the same leadership.
And the question I pose is posed insistently. How can a god grant divinity to a cleric of a domain that lacks compatibility
The ways of the divine are indeed mysterious. Who are we to know the ways of a god? It is faith that is asked of us, if we be worthy to wield the power of the immortal.
