Whichever one lets you build the character you want to play as 😝
If you're going for pure white-room boring DPS calculations, probably Mercy, but it depends a lot on your party and the role your character will have within it. But what matters is first and foremost is character; it's a roleplaying game, not an "add up the highest possible numbers" game.

Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I would agree that, at this time (I haven't seen the new dragon monk in the new book), Mercy is probably the better option. However, I have a hard time with the theme of the Mercy monk. It's like the "flavor" of the Mercy monk goes one way, and the mechanics goes another. Not sure if I'm saying that right or in any manner that makes sense. But the whole Hand of Healing/Harm, the mask thing that has no bearing on the class (anyone can put on a mask), I can bring you mercy by killing or healing you, and I can poison you bit just doesn't feel like a cohesive theme for the character. Maybe it's just my own failings on wrapping my head around it.
They're both very different in terms of RP flavoring. If you're keen on making a DBZ type character shooting energy projectiles, then obviously SUN is the way to go.
Mercy has a lot more than just straight witchdoctor or plague doctor for RP's that you can play towards, but is mechanically considered one of the best Monks in terms of No consumption and damage output.
It really falls down to the thematic image of your monk, as you should be playing towards that image considering how different the two subclasses are
