Mechanically, backgrounds are a means to get two skill proficiencies, some starting gold (particularly if you took starting equipment), and a framework for building a backstory on. Many of their features are going to be mostly ribbon abilities and campaign dependent for how useful they are. That said, you can probably work any background onto any character with a little work, but some certainly work better for certain characters. Someone mentioned hermit, which would work well generically. Acolyte, Outlander, Criminal, Charlatan, Entertainer, Folk Hero, Sage, Sailor, Soldier, and Urchin from the PHB could all have an easy enough go for a Kobold (basically leaving out Noble and Guild Artisan, but Noble would be the only big stretch for a Monstrous race. The SCAG ones get a little more iffy, but I'm only seeing 4 that might be rough to build on (City Watch, Courtier, Knight of the Order, and Waterdhavian Noble). As for the others that pepper adventures and such, most of those seem to be pretty generic.
What is the basic backstory that you have for your Kobold? Why did the Kobold become a Monk? Why did the Kobold want to become an adventurer? How does the Kobold associate with other Kobolds? How does he feel about other races? What kind of an alignment will she have? What kind of skills do you want the Kobold to have, particularly that won't be available to monks?
XGtE makes a clarification that the story-focused parts of XGtE and PHB are suggestions ideas and not rules. Pick one background with the proficiencies, feature, and starting equipment you want and work with the DM on why the background's technical stuff fits with your character's story stuff (after you've answered the questions Jhfffan proposed).
I had a Monk that wasn't monastic but, rather, a brawler - hand-to-hand combat being more fisticuffs than martial arts. I didn't modify the class, just the RP elements.
EDIT: Went back to verity - XGtE uses the word "ideas" not "suggestions".
