Nature's veil is more comat oriented than hips but it has a few downsides that really stink.
1. it's advantage on attacks overlaps with advantage on hunter'smark targets. I see this as Wasted power budget.
2. Duration hips could last indefinitely as such it had use for long ambushes such as waiting outside a dragons den.
3. See invisibility beats nature's veil. Hips technically works on any sense and relatively open locations.
4. Hips and other things stack. Being invisible means sight related skill boosts would fail. Possibly no dim light or pass without Trace bonuses. (Depending on dm.)
5. Theme of hips is just better than invisibility.
Now I'm not suggesting hips was perfect. There were at leat 2 fuctional interpretations.It clearly needed cleaner language and a power upgrade for future design (change to surprise rules and power creep) but it was interesting to try and play around. And as mentioned it coul beat high cr creatures designed not to be ambushed (pp 25+)

You don't get advantage to attack targets marked with Hunters Mark. Also few Rangers are using HM by the time Nature's Viel comes online.
Having played a number of high level Rangers, the biggest shortfall of NV is the bonus action it takes to activate it. Is it better to be invisibile for a turn or better to use a different bonus action?
also hips can be used until YOU move, so if your group has a cart or other vehicle, you can hide in it and sneak inside a city or castle or counter ambushes

one of the jc/Kendrick videos sung stories of "praised" new upgrades for ranger. I believe one such "upgrade" is advantage attacking hm target.
IIRC, it was included mixed with another class feat and made even easier to use.
