Looking at level 12 as a Horizon Walker, headed towards an upper level campaign. Im wondering if giving a Ranger benefits of being a full spellcaster instead of being 1/2 caster would make it broken or just make it seem to have an appropriate power level?

Only one way to find out, try it and see. I think it might be ok, Druids are full casters. The biggest problem is that they only have spells up to 5th level, so you have to do a lot of work to add spells for levels 11-20.
What kills me for rangers is they're spontaneous half-casters and so have even fewer known spells than the paladin. They were prepared casters back in 3/3.5.

I'd hate for Rangers to be full casters. You got Druids for that. I'd honestly even prefer it if Rangers would be a full martial class with mechanics that perhaps emulate some of their more commonly used spells (see Battlemaster maneuvers or Gunslinger trick shots for example), but that's not exactly likely to ever happen either.

I think we're already pretty well covered for ranged martial classes. Most flavours of Fighter work perfectly well for a Dexterity oriented ranged build, and you can add stealth on top with feats. Otherwise we've also already got the Rogue Scout sub-class, which is basically a fully martial Ranger type with huge sneak attack potential. Or you could play a ranged Kensei Monk with a dip into something more Ranger-y.
Personally I like that the Ranger is the more mystical half-caster (though last one I played I opted for spells that could be explained by other means thematically). The main problem really is that Hunter's Mark should have just been a class feature of Rangers, with abilities building upon it and spells being more secondary.
The UA variant class at least makes Hunter's Mark free for Rangers, and gives some free castings of it, which partly gets around the fact that Hunter's Mark competes with other unique Ranger concentration spells (easier to bring it back up again if you absolutely must cast something else). As long as that and the Favoured Enemy changes stay for Tasha's I'll be very happy.

Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.
I have unsubscribed from all topics and will not reply to messages. My homebrew is now 100% unsupported.
Even the developers recognize that the ranger in its current from isn't well balanced, thats why they made the revised ranger in 2016(!)
The class feature variants will solve a lot of issues (I think we have to thank Larian Studios and Baldur's Gate 3 for that). If only dndbeyond would finally manage to implement them.
UA Ranger never went live. It isn't official. It is little more than homebrew at this point.
I love that the UA variant makes Hunter's Mark a concentration free, spell slot free, spell for Rangers, but at the same time I hate that it makes Primal Awareness into a collection of spell slot free spells you can use once per long rest and unlock via level progression. It really is just a more restrictive, separate Spellcasting mechanic that runs parallel to the actual spellcasting mechanic.
I think to be fair to the Primal Awareness changes, the spells are all ones you don't use in combat (except very rarely), and which a lot of people just wouldn't take at all if they didn't get them for free, and given their being half casters Rangers even less likely, so having one use of each for free is really giving you a load of extra non-combat utility. While it might seem a bit weird, mechanically it's quite a clean way to give such a wide range of effects, my main question mark is whether all seven are really needed, it could maybe be trimmed down.

I wonder how many tables will allow using the options from Tasha's on a case by case basis. Like "yes" for the favored foe option but "no" for the primal awareness option.

Everything you're looking for in terms of a less magical Ranger is in this UA, its not very well known at all, but I think its interesting (Its the second to last thing in the article, right before the early draft for favored soul sorcerer) https://dnd.wizards.com/articles/unearthed-arcana/modifying-classes
