I am thinking of going almost 50/50 to become a good guard. my thought process is rogue inquisitor and fighter battle master combo will allow me the skill to fight and find bad guys but I want other peoples opinions on this.
Should I maybe stick to more rogue the more I look into fighter the less benefit I see beyond 5th level or so
Rogues make the best city guards, but also the worst ones. They have the necessary skills for investigations and their combat style lends itself to working in groups. They also have the necessary skills to solicit bribes and misdirect investigations.
The rogue makes for a fairly decent Guardsman for the bulk of their development...Expertise lends them skills for investigation and navigating social situations...Cunning Action gives them mobility for pursuits...Inquisitive fits your background...and Sneak Attack will see more benefit further along the rogue path.
However...!
...a three level dip into Fighter gives you access to Second Wind, Action Surge and the Battlemaster subclass.
Battlemaster gives you Manuevers, which is fantastic for a guardsman and a rogue. These sorts of tactical manuevers are the sort of thing a guardsman can be expected to use...Trip Attack to prone criminals...Disarming Attack to, well, disarm them...Commander's Strike or Rally to bolster your squad...and Riposte is too useful to ignore for a rogue.
Personally, I'd suggest only the three levels into Fighter for your choice of three Manuevers, and remain mostly rogue...and perhaps only after you get the Rogue's "Uncanny Dodge"...that will help keep you alive for a while.

… what are the down sides? sounds like you making a pretty good argument for going pure rogue

For flavor reasons, in the long run, go maybe inquisitive 3 or 7, take expertise in insight, and go fighter for the rest.
