You have achieved such mastery over certain spells that you can cast them at will. Choose a level 1 and a level 2 spell in your spellbook that have a casting time of an action. You always have those spells prepared, and you can cast them at their lowest level without expending a spell slot. To cast either spell at a higher level, you must expend a spell slot.
Whenever you finish a Long Rest, you can study your spellbook and replace one of those spells with an eligible spell of the same level from the book.
- Just like the title says; Does this mean no Shield, Absorb Elements, Jump etc.?
2024 rules : the spell must have a casting time of an action. If the casting time is different then it does not qualify. So, no Misty Step since it uses a bonus action not an action, no absorb elements or shield spells because they use a reaction, - for the jump spell, the 2014 version is fine as that uses an action but the 2024 version is not because it now uses a bonus action.
The 2014 rules were more lenient in that it didn't matter what casting time was. This meant infinite use of things like mage armour, shield, etc and resource free full recharge of Abjuration's Arcane Ward feature. It was therefore rather powerful and abusable.
The change in 2024 reprint was to curb that power spike and also avoid new exploits with the updated rules about casting multiple spells per turn.

Another infinitely abusable spell was Silvery Barbs. Being able to use it every round was pretty absurb. Also having Misty Step every round was a little crazy - infinite escapes from melee while still being able to blast your enemies....broken.
long strider would be my 1st level choice, no concertation +10 movement, you can cast it on others. Its not a massive change but +10 movement for the whole party all the time is pretty useful. I wish see invis was not self only but that would be what I'd use for the 2nd level slot. Again no concentration and a solid buff.
Overall I agree with your point in that it was nerfed hard, probably too hard. Maybe they can add some more one action level 1 and 2 spells that have enough utility its worth it over time. But as of now, its good but its a very narrow list of effective options.
Lots of level 2 spells worth having mystic aura, web suggestion. Level 1 detect magic, unseen servent and silent image are good picks. To be honest more annoyed signature spell isn't at will, makes me really want a second spell mastery instead.
The problem with almost all of those is odds are you will never need to cast any of those more than once in a day, or you will have time for a ritual version at 18th level. Since you can swap it out, sure if you have some long day of social maneuvering planned maybe suggestion would be nice to swap to. but odds are you wont be casting it more than 2-3 times tops. On downtime days silent image could be fun roleplay fodder, but at 18th level the few times you actually need a spell like that you have far better options.
Since its an action you have to ask is this the best use of my action.
And if it requires concentration you have to ask is this worth concentrating on.
Web sure it fits those 2 conditions.
But then I need to ask will this come up where those 2 conditions are met more than once a day, more than twice, enough times where at will means something.
Nystals magic aura is a good one, if you want to gimmick the whole they are a different creature type thing. but whether i need it more than once or twice a day, I am not sure.
And now the number of options drops down to just a few. It is not terrible, I think its still better than multiclassing out, but its a very small list of good spells and a large list of fun roleplaying gimmicks. If they could add a few more longish duration spells without concentration it would really help this ability.

Enforcement of this rule is DOA, no GM outside league or something will stand in your way or even check. Wizards at that level are still squishy to melee, so most DM's just don't care and wont stand in a wizard's way if they want to pick shield and misty step. In my opinion is the most unenforceable nerf ever. WoTC has to give their heads a shake, such overt nerf's just doesn't fly with real players. If they don't want every wizard picking shield and misty step they should instead have said all spell mastery spells are cast as a bonus action. Then wizard's would have a serious decision to make.

While powerfule, that's what it was, MASTERY.
Now, what 1st level spell would you bother to cast if you're level 18, magic missle? Really?
