For those of you that do not know, an athame is a dagger used in certain magical traditions. I particularly like how Lawrence Watt-Evans treated it in his stories.
Basically, my DM decided to be a bit of a dick. He offered the entire party magic items of Very Rare quality made by high level Dwaves with access to an artifact. I immediately started planning my new Wand of the War Mage. But then in an email after the game he said that was not allowed "I only meant armor and weapons." Does he think dwarves never become wizards? Apparently he never thought of a Mountain Dwarf Wizard that gets to use all Medium armor as well as carry a battle axe.
So, now I have to design a Very Rare magic dagger suited for a wizard. Note, he hinted that eventually our items might become artifacts/legendary, so aim for the high side, I can always cut it back. I am NOT looking for anything that activates on a to hit Nor do I want to simply reskin a wand/staff. Instead I am trying to think of abilities well suited for a dagger that do NOT involve combat, as I am a wizard. I want it to help me be a better wizard, not a rogue. Most importantly I do not want to just sit here and min-max, I want something that ROLEPLAYS well. I am playing a Divination Wizard that is a bit hoardy when it comes to magic items (scrolls are MINE!)
The most wizardly dagger I have found is the Blindsight one from the Dungeon of the Mad Mage.
I am thinking that it should of course start by acting as a spell focus and the Blind Sight from the Mad Mage. More options, please.
+1 to spell attack is just Common, Throw in the DC's and it becomes rare. +1 to as a weapon to attack and damage is kind of default for a magic weapon, I am sure he will require it.
Action to locate within a 1 mile makes it high rare/low very rare. Advantage makes it very rare. Seems reasonable to me. I will think about it.
Perhaps give it some charges to cast Counterspell and/or Dispel Magic because it can cut through the weave of magic? Or maybe it can sever someone's attunement to a magical item? Or maybe it can cut a hole through space and cast Dimension Door? It should obviously be able to be used as an arcane focus, of course.

While holding this dagger while attuned you can cast the spells Blink and Steel Wind Strike (using this dagger as the material component for the spell). Once a spell has been cast using this feature the same spell cannot be again using it until the next dawn.

Any time you cast a divination spell you may store a +1 bonus in the dagger up to +3. It is your choice when to expend one or all charges but each charge dissipates as it is used. you may use charges to increase melee strike, melee damage, spell strike to one target, spell damage to one target, or spell dc for one roll. jewels in the pommel glow to tell you how charged it is
or Its dwarven
can be used to determine direction and depth underground, extends or gives darkvision 10ft, get +1 to saves and each die of healing to you when underground, all attempts to move you against your will are reduced by 5 feet.
Many of these can grow more powerful if the item gets stronger just by increasing the numbers.

+1 To Spell attacks and DCs.
+1 To Attack and Damage rolls.
As an Action you can use it to locate a creature/object with in 1 mile of you.
If you use Divination Type spells you gain Advantage to any Save/Check you make to locate creature/object .

Counter spell is great. And the steel wind strike idea excites me a lot. I like the idea of the blade theme.
