Several enemies dotted around - Cone of Cold might be better as it can include more of them in the AoE.
Some enemies grouped up? Fireball as it does more damage, it covers less area but if they're grouped up then great.
I'd also factor what I know about the enemies - depending on whether they appear more dexterous or sturdy can change which spell to use, as they have different saving throws.
So, without more info on the hypothetical situation, it's impossible for me to choose.

I agree with your end conclusion, but to nitpik Damage is virtually identical. 8-64 vs 10-60.
90% of the time it is about the AREA of the spell, or damage TYPE, not the damage amount. When facing a Fire elemental, doing Cone of Cold.
If elemental type does not matter, and the bad guys are all in a 40ft radius, you are likely to fireball. if they are 60 ft from you in a line facing you, you blast them with Cone of Cold to get a nice 60 ' line, rather than a 40' line.
It depends on the position myself, my allies and the enemies. Assuming that all things are equal though, my preference would be cone of cold, because I'm going to be using fireball early and often. Cone of cold would change it up for the sake of variety.

Aside from the already discussed issues revolving around what the enemy formation looked like, I'd also base it on whether I suspected their Dexterity saves or Constitution saves were likely to be better.

Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
Why would you wast a 3rd-level spell when you have no idea if it would even be effective?
Faerie Fire is only 1st-level so you won’t wast a high level slot, requires a Dex save so you will learn how easy it is for them to save against Dex save spells, and outlines the ones who fail with light so everyone has advantage on Attack rolls against them so it helps your entire party.
I generally go up against a lot of creatures with resistance to fire damage (mostly devils because I like to try take over the nine hells (have yet to succeed)) so I would do cone of cold.
Probably Fireball cast at base level if I had to. I would not ever use a 5th level at an enemy I couldn't see clearly enough.
Actually I wouldn't use either, I'd cast Light or Fairy Fire or something low level so help me see better.
