I am no longer able to find the Pallid Elf as a selected Elven sub-race when making characters (I own the Wildemount source book).  Has something changed?  

On the Home tab of the character builder, the toggle next to “Critical Role Content” needs to be on (red, to the right).

I am disappointed that I can't purchase the Pallid Elf individually, I don't want to buy the entire sourcebook just to get the one thing I want out of it for now.

You absolutely can purchase it individually. It's under Subrace.
