So I am making a homebrew action for one of my players and when I try to put in the damage it keeps adding a plus one to it. I want it to act how spells do damage, a plus to hit but no plus to damage. Is there a way I can do that or am I out of luck?
Do you mean a Custom Action? And unfortunately Custom Actions currently add the ability modifier to the damage roll of actions with Attack rolls, sorry. A workaround is to customize the Custom Action to set the Damage Bonus to -1 (or minus whatever their ability modifier is) to zero that out.

I have the same problem with my Artificer, as I added it's "Force-Empowered Rend" and "Repair" action as a Bonus Action for my Artificer (since you have to give them the order as one) But you can't add -1 as Damage Bonus. There is a "fixed Value" which I assume is considered the Damage Bonus, as the +Damage goes up by that value. But the -1 won't stay there.
For now, I just added "+ProfBon" to the Action-Name to remind me to redo the Damage after the rolls.

For the -1, what I was suggesting was to Customize the Action - in the Character Sheet, click on the Action, and in the sidebar, click on Customize near the top, and then type -1 into the Damage Bonus. That's a separate matter from editing the Action in the homebrewer.

You can't change the Dice Count via the buttons, you have to type it in to keep the number above 1...

Ah, my bad.
I figured the "homebrew action" might just be a "homebrewed custom action",
but what I meant is also on the Character Sheet, it just works different appearently.
Did you make it either a “Weapon” or “Spell” action? Instead, make it a “General” action so it stops adding the Ability modifier.

Unfortunately, even a General Custom Action will add the ability modifier if it makes an Attack roll.

You can either add the ability modifier (with and without proficiency) or no modifier at all. Adding only the proficiency sadly doesn't work.
