Does this mean I have to wait until September 17th to use the digital content I paid for with a new character? But everyone can see the content in the source books section, just not actually use it for other two weeks?
Same here my DM bought the 2024 PHB, which I can see and read fine, but when I go I to character creation I can only use the 4 free classes. I want to build my Paladin back up using the new rule to see how they stack up.
Do I have to buy the 2024 PHB to get the character creation options? Is it just the book that is shared with me?
If the DM has access to all classes, they can create a dummy barbarian or similar as unassigned, and let the player take control, and continue creating that class character. It's a workaround

I am sharing and my Entitlements are up to date. What am I not picking up? I feel like I have been tricked by 3 kolbolds in a trench coat.

You shouldn’t necessarily have to log out and back in again. Just purchase the 24PHB, wait a little while for the system to update, maybe 20 minutes at most, and then if you still cannot access it then use the following link to ensure that your Account Entitlements are in sync: (https://www.dndbeyond.com/account/licenses).

I'm having the same issue, I can see the 2024 PHB and read it but when I try to browse the classes outside of the book or make characters, only the basic 4 show up.
Logging back in doesn't fix it and my licenses tab says everything is in order and doesn't show an option to resync.
Already tried that, and the purchase was 24 hours ago. I've also logged in from a different device. If it was a server refresh issue it would have been cleared by now.

Do you have a master subscription? If you don't, you're seeing the book because it's being shared with you, and you'll only be able to use it for character generation in that campaign.
If you do have a master subscription, I've got nothing else.
I have the same experience. I have a master account. I created a campaign and shared it with a player. She added her character (which was not configured yet other than a name) and the list of classes only shows the 4 classes from the core rule book and not the classes from the PHB 2024. I've verified that the campaign has source sharing on and that the list of sources can be seen in the player's account. The only work around that I can think of is to create an "unassigned character" on my account and then transfer it. Is there a better solution?

If the book is shared with you, you need to be making the character in the campaign in which it's shared.
Also, check your entitlements (user menu->account->licenses) are in sync.

Someone suggested doing a hard refresh (ctrl + f5) which made it work for me :)

I don't have one and I suspect you're right. Somebody else is running a campaign I'm in which has the book.

Here's what I ended up doing to work around the issue:
Obviously, this only worked because we were in the same physical location.
Your player should check their entitlements (user menu->account->licenses)
If that doesn't work, try turning sharing off then on again in the campaign.

I had some how purchased mine as a "Gift", I had to go to the "Gift" tab and redeem the code on my own account.
