Same issue for me. Payment went through for digital and the other two physical books. It's just the PHB that got cancelled.
Submitted a ticket. What a mess. I don't envy their customer support right now.

I don't think we have been charged yet for the other two physical books yet, only the PHB was attempted. Hopefully they get this straightened out this time otherwise we will all be having this conversation again in a couple of months and again a couple of months after that.
My order doesn't seem to exist anymore. I got the bonuses, but nothing regarding access for the PHB from today on. Doesn't seem to be PayPal alone related as I paid with credit card. Opened a ticket as well.
I also got this issue. I have paypal set to use my bal first and then the card. So even if I have $0 bal, the card should be available to use. I was scrambling for the last hour wondering why a part of my bundle was canceled. I haven't heard anything and I really don't want to reorder one book and lose the discount when that was the entire purpose for ordering it in the first place. Its a frustrating situation.

The FAQ for pre-order said that if payment failed, the email would state when they'd try again. I added my card info to DnD Beyond just in case, but it looks like it was cancelled after the first attempt. I'm glad I'm not alone in having this issue.
My concern is the discount. I pre-purchased the whole bundle, digital and physical for 190.77. If they say "OOPS! Order cancelled! Order again at current price!" I'm going to be very disappointed.
Hell, I had wanted to upgrade from only ordering the PHB Bundle to the entire Core Book Bundle. I started emailing and submitting tickets to ask if this was possible sometime around late July.

I'm getting the hint that they can't handle basic customer service requests that involve us spending more money, and now they drop the ball on simple pre-order fulfillment..

I guess we're all creating tickets. I was also glad to see it was a widespread issue.

Not only is my order cancelled and apparently deleted, but my payment information is also gone.
How can I "check" my payment information as the email states if you've DELETED it!?

While "misery" loves company, it'd be even better if they could handle probably the most standard way people use to pay online without problems.
I ordered the 3 book digital/physical bundle back in June. I also received an email this morning for the 2024 PHB stating my purchased failed. My payment method was PayPal. I checked PayPal and there isn’t even a record of an attempt to be charged. Put in a support ticket early this morning and no reply so far.
Update. I’ve was charged 2 payments of $49 toward the full bundle price. One on the day of purchase and the other a month later in July.
