If a character puts on heavy armor (e.g. chainmail STR 13) but has a strength of 12 - in the character sheet the speed is still displayed without the reduction.
PHB: Heavy Armor. Heavier armor interferes with the wearer's ability to move quickly, stealthily, and freely. If the Armor table shows "Str 13" or "Str 15" in the Strength column for an armor type, the armor reduces the wearer's speed by 10 feet unless the wearer has a Strength score equal to or higher than the listed score.
Some of them are implemented already. If you wear heavy armour with a strength lower than the requirement - speed is reduced by 10ft now. I've no idea how long it's been the case though.
Wait so that guy is posting in multiple year old threads on this topic for something that is already fixed? (I didn't test it and always make sure my characters won't be hindered by their equipment so i never knew).

What encumbrance option did you choose on the "home" page of the character builder?

The character sheet doesn't reflect armor movement penalties, non-proficiency penalties, or disadvantages.
It is a missing feature that is planned to be added.

The future. IDK. It might be covered in the rules exceptions update that is coming out soon(ish).
