I have a ToA campaign. We have a few home-brew items/spells I've added which are allowed.
One of my players had to create a new char. He asked if he could use the "Pet Rock" cantrip from home-brew. Being a good DM, I said, "No." So he didn't ultimately include it.
BUT. It is now available for anyone else to pick!
GM: Does not have the spell added as homebrew
Player1: Added it to his own home-brew list, it's available for him to pick
Player2: Does NOT have the spell added to his home-brew, but it DOES show in his list of spells!
Is this intended behavior? Could it not be? Could the DM please be the only source for allowed home-brew in campaign characters?

Yes, this is intended behaviour - with content sharing enabled, homebrew collections are shared within a campaign, as are sourcebooks.

Homebrew needs to be added to content management to be able to control this kind of situation.
Agreed. I want GM content shared, but not player (necessarily)
