As it says on the PDF you had linked in your comment the Background there is not an actual Background, it shows substitutes for features and Bonds on pre-existing Backgrounds.
For example, The 'Shelter Of The Faithful' feature for the Acolyte Background would be exchanged for the 'Deep Delver' feature or the 'Underdark Experience' feature and the same thing with the Bonds of the Acolyte and the Bonds on the PDF they would be exchanged, as well. Since these are only substitutes for Features and Bonds and not a fully made background, D&DBeyond more than likely did not count it as a proper Background and thus it is not purchasable.
As the title says for the PDF, 'Appendix A, Modifying Backgrounds.
REMEMBER: Wizards Of The Coast does not own DDB, they are two different companies. When you buy a physical book, WotC receives the money you bought it for, not DDB and vice versa. If you want a digital key to get an online book for free because you have the hardcopy book then DDB makes no money because you don't buy off DDB you buy off WotC, so please stop making threads about this issue. DDB needs money to continue helping people and servers aren't cheap.

What do you mean “+4?” There are no +4 weapons in 5e that I am aware of?
I think they just mean the damage bonus. Customizing a weapon you can edit the damage bonus, but not the die size. OP, you'd just homebrew it to use a weapon that has the correct die, like a dagger, as the base weapon instead, and then adjust it from there.
