I have built two identical characters, the only difference is their level, for two different campaigns.
On one of them, the lower level, I have selected the SCAG Cantrip "Sword Burst." I really like the spell and attempted to add it to my higher level character but it does not show up on either the Wizard or Eldritch Knight spell list.
I went back and can see the cantrip both on the spell list AND on my main profile page for my lower level character.
Is there a reason this would happen? Why do I have access on one character but not the other?
The one character with access must be in a campy with someone who has purchased that book (or at least that spell) and content is being shared in that campaign.
The easier thing to do is to take the character with the spell, and then just “copy character” and it should bring the spell with it.
Out of curiosity, I am new to DnD and trying to purchase the sword burst spell seperately. I went to the source (tasha's Couldron) to buy it, but it doesn't show up. Anyone help!

You have to purchase that spell from the Sword Coast Adventurer’s Guide.
