Pepperbox pistols use ammunition but don't have the ammunition property and therefore cannot benefit from the repeating shot infusion. It should have the ammunition property.

No, the pepper box does not use the ammunition rules, it uses Reload and Misfire instead.
Matt Mercer did not give any of the Exandria guns the [property]ammunition[/property], so they are not valid targets for Repeating Shot. This was done on purpose, and should be taken up with Mercer.

Interesting point about the ammunition and reload properties found in official material vs the gunslinger.
Ammunition has two different versions; one for bows and crossbows found in the Basic Rules, and one for firearms found in the Dungeon Master's Guide. These two rules don't function in the same way; the former talks in terms of pulling bolts or arrows from a case or quiver and allows you to recover half your expended ammunition by taking a minute to search, while the latter describes bullets (which are destroyed on use) and energy cells (which supply a finite number of shots). The Basic Rules ammunition rule wouldn't be suitable for the gunslingers weapons, but the subclass can't use the Dungeon Master's Guide rules because they're not part of the system reference document and thus not free for third parties to use. This is (very likely) why Matt made his firearms use ammunition without it being a property. Also, there's the fact that his firearms use bespoke ammunition for each gun, which neither property supports.
Reload in the official rules is a rule found in the Dungeon Master's Guide and again is not part of the system reference document, so Matt once again made his own version of the property. The official version is "Reload (X shots)" and you can reload a weapon as an action or bonus action. Matt's property is "Reload X" and allows you to reload as an action or attack.
This difference between the two different sets of firearm rules, due in part to which rules are in the system reference document and which aren't, is why some things don't interact with the gunslinger in the way you'd expect based on the official rule (such as the repeating shot infusion).
