For a while now I've been making use of the homebrewing options here.
I was trying to add origin spells to the Sorceror subclasses and figured that I can't pick Xanathar's Guide spells, because I don't own it.... Except I can for a lot of them.
For example, I could add Catapult if I wanted but I can't put Skill Empowerment. I thought maybe It was because one of my players who owns Xanathar's has content sharing on... except that doesn't explain why some spells I cant pick. Is it a bug or are there some rules to this I cant find?

Catapult is from Elemental Evil Player's Companion (and is therefore free). It says so in the bottom-right of the spell page's blurb.
Basically - just because a spell is in XGtE - doesn't mean it was originally published in it - so it's possible to get it from another source.
