I currently own both Eberon books on DnD Beyond though the Mark of the Shadow Elf is not appearing as an option under the subrace for character creation. I have checked that my market place is synced.
The reason I own the content is because a player in my campaign has shared it with me though I did purchase this specific sub class as well. Eberon content has been selected on the first screen of the character creator though still nothing is appearing.
You do not own the content unless you have actually purchased it. Since the content is only shared with you, you can only use that content if you create the character within the campaign.
Mark of Shadow is a subrace, not a subclass.
If you have actually purchased the content, go to your accounts' marketplace page, and make sure your entitlements are in sync. And while you are on that page, you can scroll down to check your product licenses to see if you have actually purchased the subrace.
Make sure you scroll down to double check your product licenses. Another way to check is to see if the Mark of Shadow Elf subrace is listed when you go to the elf's race page. If you do not see it listed there, then you have not purchased it. If you are sure you purchased it, then make sure you are on the right account. People often accidentally create and use two accounts due to creating an account and signing in with Twitch on one device and then do the same thing with Google on another device. If you have two accounts, just contact support and they should be able to take care of it. However, be aware that it might take a while for customer support to get to your query since they might be backed up due to COVID and the holidays, so you might not get a response for a week or more depending on how backed up they are.
If you do see product license and the subrace listed on the race page, double check that Eberron content is turned on (the slider is red and the circle is to the right). Sometimes I thought I turned on a slider but I actually have not.
If you have recently purchased the subrace, try searching for it again in the character builder. Sometimes it might take the system a while to register everything.
Thanks. I have the DnD Master Annual license and it expires in 7/13/2021. The Mark of Shadow Elf does come up under the elf's race page. I only have this one account - this is the account the Mark of Shadow Elf was purchased on - it was purchased back when it was released. Eberron content is turned on - the slider is red.

It sounds like you have in fact not purchased that Subrace. It sounds like it is one of the things being shared with you. In that case, you will only be able to use that Subrace specifically within the campaign in which it is being shared, and nowhere else. Go into that specific campaign and try to build the character.
Hmm... That is strange. I would wait for a mod to respond or you can try contacting support. As mentioned earlier, it might take support a while to get to you depending on how busy they are. Usually they are pretty fast, but due to COVID and holidays, it might take them a while.
It shows that you have a master level subscription - so you can share your content with other people with a character in the same campaign as you. The subscription does not grant you access to any particular source books or adventures.
The "Sources" selection options are generic tick boxes, they do not indicate ownership in any way. They simply allow or deny access IF you own the corresponding material.
I'm not sure what the very bottom line of your image is showing, however - other than an offer to purchase it from Wayfinder's Guide to Eberron.

I think that is the license that shows he purchased the race. I assume he just accidentally cut off the SKU part on the very far left. I have never bought things piecemeal before, so I am not sure if piecemeal items have SKU numbers, so maybe there are no SKU numbers for piecemeal stuff.

I forgot though, that that UA is archived; generally you can't make new characters from archived material. But, if the mark of shadow elf was purchased, it should have been upgraded. contacting support is definitely the way to go, although with the holidays it may take them a bit to respond.
