Right now the campaign option is a place to write notes and basically allow characters that have decided to join to access those notes.
What I would like to see is a slight switch around of that. Be able to assign character slots then let the players join that slot.
This moves to the next part of the tools. Be able to set what is allowed. You can limit races, classes, backgrounds, spellls. Allow a by book option and individual exclusions. This means with a few minutes work the players would only see allowable options.

As of the developer update on Twitch today, this kind of granular permissions is confirmed to be in the pipeline. Essentially you can blacklist certain things, with the most general as BadEye described it being something like "Magic Items from this book" to their goal being as granular as "This/these specific item(s)".
