When I signed up for D&D Beyond, the features page said I could "Share Unlocked Official Content with Others" ... "For up to 3 campaigns (with up to 12 players each)". But when you actually start inviting people to make characters in your campaign, you are limited not to 12 players but to 12 characters! This is a serious reduction from what was advertised. I expected my players would be able to use all their free characters slots on my campaign once they'd joined the campaign, but this is not the case. This severely limits my ability to create my own characters for my campaign, and my ability to allow my players to share content since they're restricted to 12 characters instead of 12 players like was advertised.
Why exactly do you need so many characters associated with the campaign? Do your players routinely play with more than one character?
At least in my campaign, many players have alternate characters. They pick one of their characters to play each session. It helps people avoid getting burnt out on one character, and it helps me to not pull my punches for fear of killing a character.
It's been stated before that they'd like to make this limit 12 players instead. Don't know if it's still planned. Good question for the upcoming dev q&a?
Just ran into this problem. And the reason why we need more thann12 characters is we have 6 players and gm. We each want to have 3 characters per player to rotate in and out each session as people wish. And for when people do not show their character is on the sidelines and people can bring the appropriate character with us for the team of adventurers going on the excursion.
I have a similar issue, but actually with player limitations, let alone character limitation. I run a game with a total of 16 separate players who rotate in and out of my campaign. It’d be nice to have all of their characters in one campaign so I can share the service with all of them.

I like to have unassigned characters in campaigns players can access, i use them for the guides in tomb of annihilation so they can see what they got, I had to stop doing that because of the arbitrary restrictive limit... It would be really nice if it was a player limit to share content and just let us put as many characters as we want in a campaign
just create the characters and hold them in your account. When you want to add them move them to the campaign with the add to campaign link and then send it to the player. If you don't want to do that create a campaign make the characters and hold them there. Since you have access to the books and the level that lets you share there won't be any limits. Then just move them to the campaign as needed.

Up to bolded and underlined for emphasis. If each player have one character each, you could share with as many as 12(!) players. If each player wants to have six characters each, you can share with two players (for their 12 characters).

I'm in the same boat. You can get around it a bit by deactivating characters when they are not in use.
