Why are options so limited for creating custom content?
Why can we not create options that add actions?
Equipment that say, grants you a breath weapon attack... yet we can't make an "action" to program said attack into a character's sheet. This is ridiculous. We can already do that on other things... why not on items? Just allow the "actions" option to be on items as well!

It's not that we're not being "allowed", it's that the system isn't built in such a way that enables items placing actions on characters. It's been mentioned that the item system would need to be rebuilt to enable this functionality.
We can already do that via other features because the system was built to support that.
What you're effectively saying is "Why can't we store stuff in the basement? Just allow us to go in the basement and put things there" when the house wasn't built with a basement in the first place.
