Wow, glad I found this thread. I was hyped and ready to purchase the Legendary Bundle when I realized that the content wouldn't be available offline. I only take my Surface on deployment, not my aging ipad (which still can't sustain the DND beyond app for more than two minutes without crashing.) The whole reason this is cool is the idea of taking all of my stuff on deployment without a footlocker full of books. Even Steam lets me put it in offline mode prior to deployment. Unfortunately this kind of decision drives people to bootleg .pdfs and other nefarious means. I like my DnD stuff, even enough to pay for it twice. Not enough to pay for it twice and not be able to access it on my Surface offline.
No, it wouldn't run right in bluestacks for me on any windows device. I could get it installed, but using it was non existant. Also tried NOX as well.
i was looking at the Android based Tablet PC's, but not sure I want to drop another couple hundred $$ just to have it running offline. Walmart has an $80 one that may work.
So this evening I uninstalled the app off my surface pro using bluestacks, then reinstalled. And it seems to work! I downloaded the basic rules, and the PHB so far. Monster Manual is now downloading.
I also would like offline access on my laptop. Both places I play D&D at have no WiFi and super spotty cell signal, making DnD Beyond almost useless there and me very sad.
I hop Badeye sees this post, if a mod could pass it on, I'd appreciate it.
During the dev stream on Mar 16, Badeye addressed the question of a Windows mobile version (that there was no intention of it), and I am thinking there might be a misunderstanding.
The request isn't for a Windows mobile version, but for a Windows 10 version. The Microsoft Surface "laptops" are basically a full Windows 10 computer in a tablet format with a detachable keyboard. There are a number of manufacturers like Acer, Asus, and HP that are making similar "laptops" in that format, a "tablet" with a detachable keyboard.
So what we are really asking for is a version of DDB that is a Windows 10 app, not a Windows mobile app. It could be used on these "Surface" form factor computers, as well as on regular Windows 10 laptops when we are offline.

I feel like there is a bit of Myopia among folks that work in tech where they cannot imagine a situation where you don't have WiFi or cell service. Like when a young Lieutenant from NYC said there was no reason to have a stand alone GPS if you had a phone. Clearly he had never driven across the country. The same debate happened during the start of the last video game console generation when both major players wanted an always-on connection for DRM. "Who doesn't have high speed internet?" they asked. "Lots of your would-be customers!" We responded. When you are playing D&D in a rec tent in Afghanistan you need either a footlocker full of hardback books OR locally hosted information that is searchable (I haven't been able to complete an actual search on my iPad yet). I bought the whole legendary package because I see the value and potential here, but if I can't bring the DDB experience forward on deployment on my surface, then I am stuck going with bootleg pdfs, or another system like Pathfinder or DCC that makes their material readily available in a digital, portable form.

He said they weren't seeing demand for a Win 10 app.. Also that the forums are only one (apparently small) part of their data set. Not sure how they gather that data - I guess they want to keep that secret. I can certainly see the desire for a Windows 10 app to run on tablets, though.
I fear the missleading word here is "mobile" considering most "mobile" devices are tablets and phones, it is easy to understand that windows has a small part in it all. but reality being, most people do not use their tablet to run a game. and pretty darn sure that there is next to no one using their phones to run a game. now if the data would count the number of people that actually uses a laptop to run a game, i'm sure those data would tell a very very different story.
heck i know a ton of people who still uses pen and paper to run a game. just saying... when it comes to running a game, "mobile" do not cut it !
I concur with this assessment. I am not sure how the "data scientist" came about gather their information, but to me stating that there is only a small number windows users only applies when viewing it as a mobile device that android and iOS runs on such as phones and "tablets".
As some others have stated, i really don't need "offline access for my "mobile phone" android device. I need it for my "portable, which is still mobile, but seems to be classified as not" windows device such as my 2 in 1 Dell or ASUS.
Maybe DDB can take a look at how Lone Wolf Development is doing their online tool "Hero Lab Online". As part of the FAQ, there was a response that stated they would at least allow for offline access to the character without the need of an internet connection. Maybe even the possibility of a "offline caching mode" for the web app.

I could be wrong, but I believe numbers that they are using is being driven mostly by the "mobile phone" devices. Which would definitely skew the numbers in favor of android/iOS's favor over Windows. I can certainly see that as I own an android "mobile phone" device, but I also own 3 Windows "2 in 1" devices along with my PC.
So then it would depend on whether they can get data on the types of PCs being used - is that possible? If windows browser is a windows browser I can see how they'd have trouble getting any meaningful data (I mean about 2 in 1's). Ah well, I'm an iPad user so I'm happy either way :)

I use a Chromebook with android apps, but several of my players use Surfaces/detachables. I bought the legendary bundle and am sharing currently. Two of my players are Chromebook users too, and they have used Critical Role codes to start building their collection. My Surface/detachable users have purchased nothing. I suspect that if they thought their content purchases would be accessible through those machines, they would be more likely to make content purchases.
Is it better than my Surface? No. Is it better than using my iPhone 7 Plus? Yes.
While i still hope a Windows 10 App can be created, this little 11.5" screen (don't listen to the lies of it being an 11.6" screen, says so right on the box.) works pretty well. The mouse is very sensitive, but with the included 32GB of space, it doubled the space i had on my old iPad Air 2. Hoping i can move it all to a add in micro SD card too, it can go up to 128 GB so that is nice.

We're obviously not privy to the user metrics that the Curse D&D Beyond team has access to but anecdotally speaking offline access for laptop/desktop users could come in handy; DM'ing games in the back of my concrete-walled FLGS with no wifi or cellular signal comes to mind.
Having said that I would be disappointed to see a Windows 10 UWP app as the probably-not-going-to-happen-but-still-nice-to-have solution to this problem. It leaves us Linux & Mac users out in the cold! I would prefer to see a cross-platform solution. Off the top of my head I would suggest something like Electron.
Not only is Electron cross platform but it would probably reduce the effort that the Curse team would have to spend porting to the desktop as it is essentially just a framework for building and packaging offline web apps.

A “windows app” has nothing to do with mobile and everything to do with windows pc and the windows store.

I got the app to work on my surface using blustacks. I have a surface pro 3.
