For characters that are intended to be used only as an NPC, it would be nice to have a kind of simplified builder available. So, for instance, if you wanted to have a character sheet on hand for an NPC that's become important enough that they may end up in combat, you could use one of the generic class creatures from the DMG like the guard. Or you could pop into character creation, say you want to make an NPC, assign it a level, a class, and maybe a subclass, and then the system puts together a build based on the standard array, randomly selects proficiencies, equipment, etc, and then gives you a character sheet which you can tweak as needed.
