D'Vorah is a Swarmkeeper Ranger at the very least.
...that's about all I can really contribute since most of the Kombatants are some variation of Monk, or Battle Master Fighter.

Skorpion could be a unarmed fighting battle master fighter with a whip, use grappling strike, then shove them towards yourself ( GET OVER HERE!! ), take tiefling for his fire abilities and you’re pretty much good.
The Lin Kuei characters would be sorcerers. They can manipulate ice because they are descendants of ancient Edenian Cryomancers that were exiled by Jerrod & Sindel.
Liu Kang is a four elements monk with the fire abilities, unfortunately. Shang Tsung is a warlock with the master of myriad forms incantation, but possibly also a phantom rogue being the only subclass directly dealing with souls. Shao Khan could be a conquest paladin, and fights like a barbarian. I'd like to imagine Johnny Cage as a bard who pumps himself up/glory paladin. Sub Zero may also be a four elements monk with the ice abilities, which fit well with his move set. Scorpion was originally a ninja/assassin rogue, but is now a revenant who may have switched to a shadow monk. Kenshi may be a psi warrior.

You know, on Johnny you are on point. He's a Glory Paladin with Fighting Initiate for Unarmed Fighting and a DM who lets him SMITE with fists.

I love all these responses. These are my ideas in how to build some of these characters:
Scorpion - Choice in Human (Variant for Elemental Adept feat), Custom lineage, or revenant, Level 3 Assassin or Phantom Rogue, Level 17 Pact of the Blade Fiend Warlock with Improved Pact Weapon, Thirsting Blade, Lifedrinker, Relentless Hex, Agonizing Blast, Repelling Blast and Grasp of Hadar for your "Get over here!" action. Take nice fire damage spells and buff spells that scale well.
Sub Zero - He has many different Iterations but I'd suggest Human (Variant for Elemental Adept feat), Custom lineage, or revenant as well, an alternative to Elemental Adept would be Magic Initiate for Chill Touch, Frostbite, and armor of agathys. Go Level 9 Open Hand Monk, Level 11 Draconic Bloodline Sorcerer, taking the Quickened Spell, Empowered Spell, Transmuted Spell metamagic options as soon as possible to convert many spells of a different damage type to cold.
Liu Kang - Since official content is more difficult to find something more appropriate for Liu Kang, I'd say take all levels in the UA Way of the Ancestral Dragon Monk. I'd say Human (Variant for your choice in Elemental Adept or Crusher.
Noob Saibot - Human (Variant): +1 Charisma, +1 Dexterity, Stealth skill proficiency, Resilient: +1 Dexterity, Dexterity saving throw proficiency, Level 6 Echo Knight Fighter: Dueling Fighting Style and Level 14 Undead Warlock: Pact of the Blade, Agonizing Blast, Armor of Shadows, Improved Pact Weapon, Cloak of Flies, Otherworldly Leap, Lifedrinker (Undead Warlock is currently UA but will become official content with the new Ravenloft book coming out)
Raiden - Aasimar (Protector) or Human (Variant) if ya want elemental adept. Level 6 Tempest Cleric, Level 14 Order of Scribes Wizard (Awakened Spellbook to change damage types to Lightning, just take the appropriate spells for your level) or Level 13 Tempest Cleric, Level 7 Unarmed Fighting Samurai Fighter if ya want more viable melee gameplay.
Reptile could be a black Dragonborn. Probably start off as an Assassination Rogue at early levels. They're both skilled in edged weapons, sneaky kills, and acids. If you take expertise in Acrobatics and Stealth, you've basically got yourself an acid spitting lizard ninja. At higher levels, could multi-class Black Draconic bloodline Sorcerer, get greater\lesser invisibility and a whole bunch of acid spells mixed in there too.
For background, it depends on the game. In Mk1-MK5, he's either a solider or acolyte to Shao Khan. In Mk9-Mk 11, It would be the same but for Kotal Kahn. In MK5-MK8, it could be those but it could also be a haunted background as he was getting mind controlled and physically altered by the Dragon King, Onaga.
How about Variant Human for Scorpion. Take the Magic Initiate Druid feat to get Thorn Whip and Breathe Poison. Change Breathe Poison to Breathe Fire, so you only change the damage type.
Then take Shadow Monk sub class. It might also be useful to look into getting Eldritch Adept to snag Devil's Sight.

Can you clarify "Breathe Poison" because no such spell exists officially in D&D. Closest I can find is Poison Spray which is extended from the palm.

Mystic v3 should be official, nuff said.

Liu Kang - Sun Soul Monk
Reptile - Way of the Shadows Monk who takes Magic Innitiate for the Acid Splash cantrip.
Bo Rai Cho - Way of the Drunken Master monk.
Kung Lao - Kensei monk.
Kano is 100% a barbarian with a laser eye. I don't care how you do it, that's what he is.
