I stated earlier. If it is given to Dragonborn, then it should be removed from Half-Orcs, Half-Elves, in fact, any other species that lives above ground. Except of course Elves, because they are Elves.
Under the most recently proposed half-species rules, if your Half-Orc or Half-Elf gets their traits from their human side, then they won't have darkvision. That seems like what you want.

Right, because there's certainly no surface-dwelling animals in the real world that have good night vision and day vision.
limiting perception can be a cool mechanic, if most races didnt have simple values that easily negated the mechanic in the first place.
my suggestion; give every race its own darkvison range, then id make a feat around Dark vision or Blind fighting
Worth noting that there are already feats that can get you these; Eldritch Adept -> Devil's Sight for the former, and Fighting Initiate -> Blind Fighting for the latter.

In my opinion, all of them. The dark is supposed to be a scary place where monsters live.
The job of an adventurer is to leave the safe place where they live, to go to the scary places where monster live, and beat the snot out of them and steal their stuff.

If the players being unable to see is the only possible way you can think of to make the place where the monsters live scary, you're using the wrong monsters 😛
Kind sucks being the only member of your party to stumble around in a dark dungeon without darkvision. I'm gonna ask my DM to allow it.
Why not ask your DM to just allow it for Humans, Halflings, Warforged, or the rest of the half of all races that don’t get Darkvision then too.
Humans, or at least variant humans have more than enough going for them without. Warforged, too. Not sure current thought on Halflings. Even with the Fizbin version, do Dragonborn, though?

by god yes they do, a chromatic dragonborn, can become immune to the damage type of your ancestry for a whole minute, they get a better breathe weapon then base that is able to be used per prof number per long rest, and resistance
Gem dragons get 1 minute of flight and telepathy, instead of the immunity feature
and metallic get an entirely second breathe weapon that is used per long rest
these are all GREAT abilities, that should not be augmented with darkvision, as the race gets some great trade offs for it
Having looked at them again, I will concede the Fizbin versions are better

If half-elves and half-orcs have darkvision as a racial ability, why not dragonborn? The Monster Manual has a half-dragon template. Take most any creature and add breath weapon and resistance to that type of damage (based on color of dragon lineage), knowledge of draconic, and blindsight and darkvision. Yet the PH does not provide darkvision or blindsight to DB, who are in pretty much every other way just a human using the half-dragon template. Is this an oversight (pardon the pun)? I can't think of a reason not to allow DB PCs to have darkvision at least and possibly blindsight. Sure, some say DB are generations removed from full-blood dragons, but still. Seems darkvision is a dominant gene among other races, so most DB should have it.
