Seems it will take me longer to figure out whether the roll is warranted (with my slow math brain,) than just to have 'em roll a d20 like always. Besided, rolling dice is fun!
Are we trying to say that the range for UNMODIFIED d20 rolls here is 5 to 30? As in, you should still roll if you're meant to roll a 25 on your 20-sided die?
I think some people are focusing on the wrong aspect of the text here and therefore Wizards either needs to re write this section out, or we need to remember there will be an entire section about combat in the new rules. This paragraph hasn’t changed the rules in substance it has attempted to change the way a DM and player think of them.
I read this as follows the dm sets a target number between 5 and 30 for a task. The moment a TN or DC has been set then the player needs to make a roll of a d20 and add the modifier based on rules stated elsewhere a 1 will auto fail a 20 will auto succeed but anything rolled in between is added to the players modifier to determine success.
I don’t have the rule book to hand for 5th Ed but I seem to remember that DCs are suggested in that to run from 5 to 30 all wizards have done here is re word the existing rules not actually change them. in what I think is a less then perfect way but, that’s the point if UA and play testing one of the things I will be doing is reading through the new rules and pointing out anywhere that wording creates ambiguity or confusion.

This new rule allow anyone to succeed at a very hard task that's not impossible and to fail at very easy task that still has a risk of failure.
