So, surprisingly they didn't butcher this part of the lore.
War of the Lance begins in 348 AC (After Cataclysm). Attacks on Kalaman, on the border of Solamnia begin sometime in 351 AC. By 352 AC the war in Solamnia is fairly entrenched. Goldmoon and Riverwind are married by Elistan in the Autumn of 351, which means that the lost gods have started being heard again sometime in the last 12 months.
Soooooo...
I recommend Prelude (Chapter 2) being between 349AC and 350AC and the campaign itself is in 351AC.
It seems more like people (Myself included, so confirmation bias) are asking for what time of year. Early spring so the next winter is far away but the weather is still cold? mid-summer when heavy clothing isn't needed on top of other supplies? some time in Autumn so they can take advantage of stored up food and other supplies held in the lands they intend to conquer?
I think that the story most likely occurs in 351 AC, but as for the time of year I base my dating of the campaign around the Kingfisher Festival. Habbakuk is known as the Fisher King. His symbol is the Kingfisher. According to a variety of sources; the 13th day of the fifth month of the year is 'Feast of the Sea,' a holy day for Habbakuk. So I equate the two, presuming that local Volger custom calls this celebration practiced around Ansalon, but locally characterized by the military event that is also remembered, the Kingfisher Festival.
So this means the festival occurs on the weekend starting Friday, May 13th, 351 AC. 'Bakukal, 13th of Fleurgreen, 351 AC' in SotDQ Solamnic reckoning. 'Winged Trade, 13th Day of Spring Blossom, 351 AC' by Elven reckoning. Solinari is in High Sanction, waning gibbous (2 days past full, period of 36 days). Lunitari is in High Sanction, waxing gibbous (2 days until full, period of 28 days). Nuitari is in Last Quarter, waning (2 days past full, period of 8 days).
Given that the Red Army in SotDQ does not appear to have yet taken Lemish and moved on to Abanasinia, this puts this mid to late spring date coherent with other existing lore. Though there are admittedly conflicting accounts in various lore sources; such as per the DCS(3.5) the Blue Army takes Kalaman in 351 and the Disks of Mishakal unleashing divine magic aren't even recovered for dissemination until some 4 months later. But w/e. Maybe the Blue Army advance happens later in the year and Mishakal isn't the only deity stoking the divine fire.
Reading through that I recall that the first book involving the War of the Lance was in Autumn, but rumors of war and places being taken were already common. So it does seem likely that events were already ongoing by the time word got to Solace. Slave/work camps were in place, those encountered had time to have horror stories of their treatment, things like that.

Anyone know what Date this adventure is supposed to be taking place in?

Hope this helps.
I agree. I am starting my campaign in 349AC because of the reference to the refugee elves from Silvanesti.
