Rounds and turns still happen every 6 seconds outside of combat. It's very rare to need to track time with that much precision outside of combat unless under the effects of something that hurts you every turn. Usually time outside of combat is tracked in minutes, hours or days.
I am sorry, I am finding it hard to follow the thread here. Yes, playing with a few players is hard, mainly because the threat levels/obstacles for the PCs has to be modulated so carefully.
No turns do not matter out of combat. Just allow the characters to interact freely. Only care about turns when combat happens.
Reaction to attack: Armor Class (AC) automatically assumes a character is avoiding contact and thus injury. The dodge action grants a bonus to AC, but you have to declare it, and it takes the place of an opportunity to attack/cast a spell etc.
Okay lets say a gobin attacks one of the players he hasnt declared dogde can he try to to dodge or move to avoid the physacal blow
Again, as soon as someone wants to hurt someone else, you start combat.
If the player has higher initiative than the goblin, they'll have a chance to take the Dodge action, unless they were surprised. Either way, the goblin makes an attack roll to see if it hits.
Okay so lets say the player already took his turn didnt declare dodge and attacked instead then moved back and the goblin shoots an arrow and rolled high enought dex to hit and the play has no movement left and used ALL his/her action as an instant reaction can he/she roll to see if they can move out of the arrows flight path so they dont take a d6 worths damage

I am going to say no. He has already moved is allotted movement for the turn. Very few characters have bonus or reaction actions that would apply in this circumstance. In this situation the character is hit, roll damage and move on.

If one creature wants to attack another, you follow the combat rules.
