Are you only allowed to discuss D&D 5e? Or is it ok to discuss other RPGs or seek advice for making your own RPG? Reason is I'm a new DM I want advice for making my own 5e based system. I'm changing up the rules (especially character creation) to fit my player group and campaign setting.
Homebrew using 5e is probably fine. I'm not sure there'd be much point in you coming here to discuss, say, Vampire: The Masquerade though. Anyone interested in talking about that will be on forums set up for V:TM instead. It's a matter of judging how close your game will be to D&D 5e. The closer it is, the more productive your threads will be. If it bares next to no resemblance beyond some vague references, then it'll just be a wasted effort.
If you are thinking about selling the game at all and not just nmodifying for your group's homebrew tastes, then it's best not to talk about it openly on the internet.

I am developing out my next campaign. I have used game design and principles since about 81-82 in different ways. The system that is arising out of that is a blended game. It has a 5e base, some 1e and 2e aspects drizzled in, and then is shaped to fit the world that was designed from the collaboration. It makes liberal use of variant rules, odd bits, and it is not a world like any published world because there is a lot of non-shonen anime flavor and some urban fantasy, and a lot of horror and (science) fantasy to it, and one of the principal design decisions was we couldn't use any of the original core inspiration materials for the game. So no LotR, as an example.
That makes some big changes. What you are doing may be greater or lesser, but keep in mind, D&D is not Theseus' Ship. You can swap out all the planks in it and still be playing D&D -- as 5 very different editions will reveal to you. Especially if the core Combat, Spells, and monsters are there.
This site is going to be overwhelmingly about 5e. Feeling among many is that prior editions are old and worn out and don't have the flair or excitement of the current edition. As a site, it is focused heavily on the published worlds, and the forums are structured around engaging with the tools and services offered here on this site, and how they are used in different games.
But there is a passion here for the game that I find enjoyable. There are ideas here (the site has an extensive archive of previous posts -- read them (but don't reply to them). There is some fascination here as well for new ways, and there are a lot of newer to the game folks (though my perspective is skewed on that front, lol).
So, not exclusively 5e. But absolutely about WotC D&D current products, and ymmv for anything else D&D related.

The crayons back in the days of yore were used to fill in the numbers on your dice.
Specifically, the really early d20 dice were numbered from 0-9 twice, and you had to fill in half of them (or at least the 0) so you knew if you rolled a 3 or a 13.

Still, better the early dice (even the super cheap ones where the corners wore off and they turned into spherical balls) than the cardboard chits I got in my first (blue box) D&D set.
Then I was really cool and bought a set of percentile where 2 were blue and 2 were red, and they needed the crayon, I think wizards (TSR) sold those as well, bought them at walden books.

No, you can discuss all editions of D&D across these forums, as well as edition agnostic D&D lore and homebrew. However, for obvious reasons, post skew heavily towards the current edition of D&D
Can I discuss non-D&D topics?
Yes, but we ask you use our off-topic area (adohands kitchen). All posts most be appropriate to the forum you're posting in, homebrew in the homebrew section, druid talk in the druid section and so on.

Notable exceptions are things like VTT and map making apps

However, you will find there are a lot of people in this group who remember when you needed a crayon to play dnd, or know what this reference is.
and many of us have player numerous different RPG and board games
I myself started out with Traveler and "chivalry and sorcery"
I think you just need to avoid writing things that would encourage not paying dnd

I was fancy and used 2 different color crayons

Here's a very rough guideline:
If it's so far departed from base D&D 5th edition that you wouldn't be able to feasibly use D&D Beyond to run it, adohands.
If it's still within the scope of D&D 5th edition that D&D Beyond could facilitate it, homebrew
