I was going off proficiency bonus. Most of them are +3 but pally is +4. Also, he’s a CR 10, while the others are CR 5. I know level does not quite equal CR, but when he’s double the rest, it’s a good sign he’s meant to be a higher level.

Medium creatures use d8 hit dice. Tiny is d4, small is d6, large is d10, huge is d12 and gargantuan is d20. The number of hit dice can be any value required to give the desired average hp max for the CR.
They are clearly not mapped to anything, the very first character includes the following;
“Change Shape (5/Day). Doric magically transforms into a Beast with a challenge rating of 3 or less or into an owlbear (see the Monster Manual).
Doric can remain in that form for up to 2 hours.”
Wildshape is twice per short rest not 5 times per day. Moon druid wildshape adds;
”Starting at 2nd level, you can use your Wild Shape to transform into a beast with a challenge rating as high as 1.
Starting at 6th level, you can transform into a beast with a challenge rating as high as your druid level divided by 3, rounded down.” So if Doric can wildshape into CR3 creatures then she must be level 9, except;
“You can stay in a beast shape for a number of hours equal to half your druid level (rounded down).”
Meaning she should remain in her chosen wildshape for 8 hours per use - barring loss of hp etc, rather than the 2 hours (suggesting she is level 4) listed in her stat block. Additionally an Owlbear is a monstrosity and shouldn’t be an option for wildshape. So it is pretty pointless trying to guess their level.
She has multi-attack, which pc druids dont get and her hp is 16d8+32 (her con bonus is just +2), and this would suggest she is level 16.
This is truly terrible material and indicative of just how bad the content creators have become. Sheer laziness, or arrogance to think we are too stupid to understand how wrong it all is.

PCs don't get Legendary Actions either; is every Humanoid enemy with one "lazy" because it doesn't follow PC rules? Looking at an NPC or enemy statblock and saying it's "wrong" because it's not a PC is so strange.

It's a neat writeup, and I can certainly see using these characters as NPCs, but I really dislike this current approach of giving NPCs monster-style stat blocks rather than class and level.
I think it's a cool resource for DMs to throw at the players, especially in the ramp up to the movie. I also understand some of the grief the content is getting because it's not rendered in PC character sheet format. I mean, these are the principles of the movie, and everyone hates those games where the DM is too busy with their intricate world and star NPCs to have space for actual player characters and so the players just sit there while the DM has extended conversations with himself and even stages combat among the NPCs for the players to watch.
But I think the resource is cool.

FR wiki says she’s a human barbarian. Barb definitely matches her abilities. I could swear I heard she was a dwarf, but the description here says she’s an uthgardt barbarian, and I believe they’re supposed to be human. And she doesn’t have darkvision or other dwarf racial traits. Of course, there’s always exceptions.

Monsters are NPCs, NPCs are monsters. That's why they all use the same stat block.

Human Barbarian, from the stats seems most likely.
Monsters are NPCs, NPCs are monsters. That's why they all use the same stat block.
