This does not sound like 2024 core, this sounds like a custom class which uses non-standard mechanics, and that is a conversation to have with your DM.
my 2cp worth: take any class with spell slots and treat them as souls. you expend the "soul" to cast a spell. That pretty much covers it, its a shame the spell Soul Cage didn;t make it into 2024 but otherwise any class could fit.

The closest thing I can think of RAW is hexblade getting hp if their cursed target dies. And there’s an invocation that allows for spending a hit die for when you hit an enemy, I think. So, flavor-wise, a warlock might make the most sense. But those are hit points, not spell slots.
Beyond that, I’d agree with the above posters that you are looking at either homebrew, or just using spell slots as normal and re-skinning the idea about how you get them. Maybe you gather the souls during the day, but it takes the time during a long rest for you to absorb them for use. Otherwise, you’re a caster who is refreshing their spells mid-combat, which is crazy powerful.
And you have to start answering a lot of questions, like, does that golem or skeleton have a soul? What about a giant spider or another animal. If animals do, then wouldn’t you just end up with a classic bag of rats character?

Agree with Rob -- this idea's probably something that's best handled through flavor and RP rather than mechanics
Just pick the caster class that has features you like, and explain their magic with the stolen souls thing

Hey guys! I’m recreating this character from a video game and needed help implementing their main mechanic into the character:
So, when enemies die, they steal their souls, which boosts their magic. They can release souls to cast powerful magic spells.
The character is gonna be a spellcaster, and 2024 Core only, so phantom rogue is out.
Hopefully you guys have some good ideas!
Oh, and by the way, the character is gonna be built at LVL 20, so if the build theoretically takes some time to come online, that shouldn’t matter
