But I'm not sure where the tags come from, if they're something DDB implemented or if they came from the WotC.
The Damage tag is applied multiple times due to different damage types. Im not 100% sure on Ray of Frost, might be simply a missing tag - Ill take a look later on and cross check.
I believe it's only there to demonstrate that there is something "extra" about it, that you should click upon it to peruse more. Whatever it is that causes the indicator is presumably going to appear as something else. It's not attached to something particular, it's simply an overall warning. There will not be a typical connection.
For instance, BrassZeus screenshotted three of his spells.
Frostbite, asterisked, causes harm and inconvenience, while Ray of Frost, unasterisked, just purposes harm. Furthermore, diminishes speed.
A spell will show up with a black asterisk if it does something other than damage, or has a side effect to the damage. A red asterisk is an attack, some spells are automatically considered to be an attack. A blue asterisk is a healing spell. Spells in blue text can be up-cast. Only one color of asterisk will show up at any given place, so if you see a red asterisk after the name of the spell, and a black one after the damage entry, it's an attack with a special effect. The only other place I can find so far with a blue asterisk is on spells that you can take half damage on the save.
That last one was driving me crazy. I have a Bard with Dissonant Whispers, and I couldn't imagine why a spells that couldn't heal would show up with a blue asterisk.
Except Guiding Bolt is not a healing spell nor does it even have a save. My character has it at 1st level with a white asterisk and the upcast spell has a blue asterisk.
I'm really lost. I have a hard time getting blue asterisk to show up at all. No matter what I try, Arcane or Divine, I get a red asterisk. It doesn't matter whether or not it has a save.
It beats me. I've been trying to test things with my own characters, most of which are first level, and so I'd stuck with a 4th level Bard, a 4th level Fighter (that's terribly useful for testing spells, she's a Battle Master) a 4th level Paladin/Monk, and a 2nd level Warlock.
I take one of them, raise their level for testing, and then when I put them back, I have to figure out what I changed and remove again. I'm tired of doing that. Maybe someone else will have a better explanation of the hows and whys of the color coding system.
Asterisks next to the spell or item name indicate customization (this asterisk sometimes remains even after your remove the customization if you haven't used the 'remove customizations' button).
Asterisks in the effect column indicate that the spells have additional effects - Guiding Bolt grants advantage on the target until the end of your next turn on a successful hit. Blue just means upcast, it has nothing to do with healing.
Not only is it the spells with mutliple tags, but spells with extra options. Spells like Chromatic Orb and Blindness/Deafness have only one tag but have the asterisk. The reason being that if you click on the effect you can either change the damage or effect itself.

You can't click on the tags though and I don't understand their purpose being so important that it requires the asterisk in the app. In the true app, as opposed to the website "app" the "side bar" doesn't exist. So you're answer didn't make sense until I figured that last part out. Also after looking at my spells, Witch Bolt and Ice Knife have the asterisk but only the damage tag.

Of course when I finally go look at this , the first spell I look at doesn't seem to fit. Chromatic Orb has the asterisk, but only one tag?

Late question, why would the asterisk color change for higher level spells?
Usually all the text for a higher level spell entry is blue, including the asterisk. Are you seeing something else?
