How would I add a feat, skill, weapon skill, language etc to a character without leveling up. I'm the dm and I want to have a dragon Mark appear on a player.. or downtime a player wants rtlearn a language or pick up a weapon and learn to use it. Say I as a Do am fine with it.
Are you asking how to do it on this site, or how to do it in the game? In the game, just say it happens, and poof, it happens. :) Unsure if you can do that on the site.
If you want to add a feat to a character on DnD Beyond without leveling up, then open the character sheet (view the character). In the section where Actions, Equipment, etc are listed, there is an option for Features & Traits. Click on this option, and when you do you will see four options appears underneath it: All, Class Features, Racial Traits, and Feats. Click on Feats. If the character currently has any feats they will be shown here. you will also see an option to Manage Feats. Click Manage Feats option. This will open up a sub window on the right hand side of the screen. In it you will see all available feats. Click the Add button next to the feat in order to add it to the character.
As for weapon, skill and language proficiencies, you can add them in a similar manner. On the bottom left of the character sheet is the section listing the character's current proficiencies. At the bottom of this section is the PROFICIENCIES & LANGUAGES label, and a small gear symbol next to it. You can click either the gear symbol or the label itself to open the sub window that lets you add new proficiencies.
I did a rogue sheet and wanted to add the Magic Initiate feat, but the only feat that shows it Grappler... (trying to do it through the sheet; think it would be better if this were in the builder in the future)

Grappler is the only "free" feat. Presumably you have no access to the others. Do you own any content on DDB?

What are the rules for training into a new feat, such as Linguist, or Magic Initiate, without leveling, are there ruling for training for an additional feat, like time and gold prices?
There are no rules for getting Feats without leveling, nor can you purchase Ability Score Increases. Learning languages is covered in Xanthar's Guide to Everything I believe, as is trading in a Tool Proficiency for a skill. That kind of thing takes multiple weeks worth of downtime and costs a fortune. Few DMs bother with it as none of it is all that useful during an Adventure.
The choice between taking an ASI or a Feat is one of the most interesting parts of leveling. That kind of thing is fun, and you can't really buy fun. Having a lot of money does improve your ability to negotiate, and a subscription to DnD Beyond can cost quite a bit, but it's great fun using the things you rent with it.
RPwise there should be a way to train and get stronger, right? And 'kinda' is. For example rogues can get an ability score inscrease or a feat at level 4. So if you want to say that the level 3 rogue got 1 landmark level training with a sage to gain a new feat you could. Gaining feats without level is not on the system, although with free time they could hoard a bunch of unbalanced magic items so giving them a feat isn't going to break the game more than that. If they can choose an ability score increase or a feat, then feats weight as much as a magical item that increase a score by 2, which isn't that hard to earn or fabricate depending on the levels. You COULD, just to have some parameter to base upon, use the amount of XP from level 1 to 4 (the amount of xp to unlock a feat in the rogue example) and say that is how much effort they need to apply in order to learn a feat. Maybe if they already know 3 they need to forget 1? Because most classes have 2 ability score increases between level 1 and 10, so the max would be 3 feats if they started with one. Level 1 - 20 they get 5 score increases but they shouldn't skip all the increases, specially because at high levels their spells will be stronger than feats. So, TL,DR, giving your players the chance to Learn feats will only cause them to pick ASIs instead of feats, giving them the same buff a magical item with SI +2 would. See how much gold such item would cost, how long it would take to get it, and that's what it should take to get a feat.
Assuming you need to add an accomplishment to a person on DnD Beyond without step up, then, at that point open the person sheet (see the person).
