So I have a magic item attuned (boots of speed and cloak of manta ray) how do I use the action to use them? I check the actions tab and it didn't show up.
Or maybe I'm confused on what you're confused about. It's late and I'm sleep-deprived.

It "is" an option listed among the sheet, in a sense.
"Use an Object:
You normally interact with an object while doing something else, such as when you draw a sword as part of an attack. When an object requires your action for its use, you take the Use an Object action. This action is also useful when you want to interact with more than one object on your turn."
For magicm items, it also creates a give/take consideration: do you use your Action to cast a spell, Attack, or use the Object? It's (probably?) intended to force the player into a choice, and so that you can't just gain x benefit while at the same time doing y which could get unbalanced and exploitable.
Side note: boots of speed only uses your Bonus Action to use :) so you can chop with your Action and scurry quick away after using your Bonus action
Alternately, maybe you mean how to add the option on your character sheet?
When on the Actions tab, there is a small bit of text on the right side to click "manage custom";
You can click general, give a quick description/reminder, set the option to "display as attack", and it should show up under "Other";
Hopefully someone else can come along to provide better suggestion, all I did was experiment for about 30 seconds for the first time (never had a need for a custom action before, so hopefully there's more knowledgeable friendly Web lurkers willing to give guidance"
