You have a flying speed of 50 feet. To use this speed, you can’t be wearing medium or heavy armor.
The wings that a Protector Aasimar manifests are incorporeal (spirit wings of light) and make no specification as to any armor restriction.
The Divine Soul Sorcerer manifests spectral wings like an Aasimar. The Draconic Sorcerer specifies:

I would think since divine soul gives spectral wings, it would be fine on any armor; but a DM might point to Draconic Bloodline and say no since divine soul isn't specific. Although since armor isn't listed as an issue and it mentions the wings are specifically spectral, I think it's ok on any armor.

I was just wondering if wearing armor is possible while flying as a DB Sorcerer, and if so, if the heavier armors would have any penalties to flight.

It doesn’t specify anything to do with type of armor. Theoretically, if a Draconic Bloodline Sorcerer were wearing plate it wouldn’t matter as long as it had holes cut out for the wings. Encumbrance matters no mater what type of movement a PC is using.
And the Aarakocra isn’t slowed by Medium and prevented from flying with heavy, they are prevented from flying at all in medium or heavy armor. I point blank quoted those things for you so you could read them. Let’s try again:

So I could use whatever type of armor while flying as a DB Sorcerer? If I could, that's great news; gives me a few ideas for some builds.
As for Encumbrance; would 16 Strength be high enough for, say, a set of plate armor (minus helmet), greatsword, focus, and wings, and still have enough for treasure? Just tossing it out there as an idea.

Sorry, I got frustrated. Yeah, I cannot speak to reddit, and actively recommend against checking that godaweful wiki. For each of these, it really is just as simple as reading the ability itself. I don’t know if those other things you read were people’s house rules or what. And Sorcerers don’t get any Armor Proficiency, so that might have been it, even though the Draconic Bloodline ability specifically mentions Armor.
I completely understand the frustration; I can be a stubborn son of a ***** sometimes, I've missed some very obvious things before, and I'm still kinda new to tabletop in general, so don't feel too upset if you get angry with me; it's to be expected. Feel free to cut loose.
My computer shut down twice today; first time, I was actually trying to update the page, and it froze completely on me while I had another tab open. Pulled a hard shutdown, let it cool for a bit, (My fan's messed up and I can't take it to get checked out, so I had to lay an ice pack over it. No, seriously.) opened it back up, it froze again on the start menu, and I got a pop-up telling me some of my data was possibly corrupted. Shut it down again, let it cool more, opened it back up, got back to the page, didn't see any new updates, so I posted the question immediately.

As for the wings; glad to see I finally got some rules for them, and I'll share them with my friends; they were wanting to know as well, we've been looking for a flyer, and we'd been ignoring DB Sorcerer's ability to fly because we didn't know about armor. So, first off: Reddit's karma system. Basically, you have to have a certain amount of points to be able to both post comments and make new threads on the site. You get these points be upvoting comments on some pages. Couple of problems with the system; first off, if someone (possibly multiple people) down votes the post you upvoted on after you, you lose karma depending on how many times that post was down voted after you; it's entirely possible to get negative karma this way. Secondly, you have to have a bare minimum of karma to post on boards; the problem is, a., the boards don't tell you how much karma you need to post, and b., the karma amount changes depending on the board; one board could require a single point, while another could require hundreds of karma just to post a question.
Doesn't help the site's account creator is glitched; when you make a new account, you're put in a "grace period" of sorts, to prevent people from just making a bunch of alt. accounts and just spamming boards. You're supposed to wait a full 24-hours before you can start upvoting, but a lot of people have been unable to post at all after making an account; I made one close to 2 months ago, and I still can't upvote or anything other than browse.
So, yeah, site's pretty unreliable.

As for the whole "furry" debacle; the fandom's got a rather negative reputation on the site. If anyone makes an "anti-furry" remark on there, expect for the entire sub-reddit to get swarmed by angry furries demanding the guy get banned; the furries have gone so far as to completely highjack subreddits before, and it's happened quite a few times. About a month ago, two subreddits, r/****inhell, a satire board, and r/Justiceserved, a board dedicated to police reports, both started making posts about a furry known as
Kero the Wolf, and a group of similarly like-minded individuals, getting arrested for bestiality charges; Kero himself got off due to a stature of limitations, but most of the others got arrested.
To make a long story short, the fandom came out of the woodwork, highjacked both subs, and started bombarding people who tried to protest the takeovers with threats; the fandom claimed the took the boards over because they were "celebrating the suicide of young furries" and "promoting hate against the fandom," but a quick investigation would reveal those accusations to be completely false; r/****inhell even banned people for sending hate speech to furries.
Since then, the fandom's gone on the warpath, going after anyone who ends up making an even remotely anti-furry remark; one guy had to leave the site when he commented about the takeover in a private board, and the furries wouldn't stop harassing him for it. A pretty good chunk of the site's quality has been dropping steadily since then; they've been staying away from the tabletop stuff for the most part, but pretty much none of the other boards are safe now.

There is no “minus helmet” because there is no helmet. The weight doesn’t change, just the aesthetics. Here are the rules for encumbrance:
