Ethel absorbs the words from Tammer. It's more than she expected, and she looks intent on questioning him further, when the Mayor gives her pause.
She is quiet for a moment, then says to Mayor Klein, "The word 'guests' is carrying a lot of weight in your statement. If 'guests' means that my friends and I should remain in Spandeliyon long enough for us all to come to some mutual understanding about this prophecy business, then I think that is something which can be arranged. If 'guests' means, instead, that we should stay here and enjoy the same hospitality as Mr. Tammer and Mr. Slick, then in that case I would have to regretfully decline."

After getting her answer she thanks the guard and starts jogging back to the Mayor's.
"Plan C time. This plan may cause issues for you in Spandeliyon, Ula. You might want to wait until I'm in and then follow after so you're not seen. You're a pretty good climber, right?"
By the time they reach the entrance again Marrin will be wearing the face of Adelysia and will knock prissily,
"Open the door! I demand to speak to the Lord Mayor this instant."
If the guard from earlier (based on the voice answers) she speak over top of them,
"With whom am I speaking? Open this door! I have news of import to his Lordship."
The guard waves vaguely in the direction of the port when Marrin asks where Mard went. “He didn’t say anything. Just took in a hurry.”
Ula and Marrin make their way back to the mayor’s compound.
Ula nods her agreement. “I can climb anything,” she says. “What do you have in mind?”
Once they get to the palisade and Marrin makes her transformation and makes her demands they get a reply.
“I don’t know who you think you are, but if it’s an emergency go to the guard’s barracks. Otherwise tell me what you want to talk to the mayor about and I can ask.”
Mayor Klein’s Dungeon:
The mayor smiles at Ethel.
“I think it’s best if we keep everyone in one place for now. Don’t need anyone to disappear before we find out what’s going on.” The mayor says.
He gestures to the guards.
“The first cell in the hall is actually quite comfortable. It even gets sunlight through a high window.”
Ethel does her best to control herself. She thinks Jan is here, somewhere, but even with Jan, can they handle all of these guards? Better, is it not, to submit today, and look to rescue tomorrow? And what does violence solve? Even if she escapes, they will surely have to deal with the repercussions of fighting the mayor in his own compound.
Yet... as the guards close on her, another thought triumphs: I am not going back in a cell.

Marrin ups the volume as Adelysia and adds the privileged sense of superiority that makes Adel Adel,
"This is not a matter for guards, this is a matter that only the Lord Mayor himself can address. I will certainly not shout my errand to a man on the other side of the wall."
She considers,
"As my need is great, however, I will tell you if I may share it more quietly. Open the door, a slot or whatever it is you guards use. I expect you to run this message to his Lordship."
While Marrin begins her performance, Ula moves down into the darkness a little and then grabs hold of one of the logs and clambers up and over the wall. Even knowing the physical strength of Ula, you'd still be impressed by how easy she made climbing look (Athletics - 22).
Unfortunately, her chainmail bangs and clinks against the top of the palisade as she goes over. You'd have to be near deaf to miss the noise Ula makes (Stealth - 5).
And apparently the guard Marrin is discussing entry with is not deaf (Perception - 21).
"Oy, what's that?" the guard calls out.
Marrin can hear running on the other side of the palisade gates.

[Yes, please. Ethel doesn't have all her tools at her disposal, but what she can do will depend a lot on spacing within the room. Keep in mind, Ethel has no idea where Jan is, or that Ava is even here, so the chance for friendly fire is 'non zero.']

Relatively tight quarters - rectangular room - 25' x 15', doorway in the south wall - Tammer and Slick in chairs on the north wall. Mayor off towards the west wall. Ethel in the middle of the four guards, more or less in the center of the room all about 5' away from her - say NE, NW, SE, SW. Believe Jan and Avaria were still in the hallway/right at the entrance to the room. Would put two guards more or less on either side of the doorway and within melee range of Jan or Avaria - hallway is only about 5' wide).

Up top, Marrin has little more than slivers in her hands from her attempt to climb the palisade walls.
Ethel calculates her best chance. She raises her staff as the guards advance, rasping out the mystic words behind the sleep. She targets a space to catch the NW, SW guards and Mayor Klein.
HP: 21 [Oof again.]
She then moves to the Mayor's location.
[Assuming taking multiple AOO from the guards around her, she is prepared to cast shield as a reaction, temporarily raising her AC to 14.]

Ethel moves quickly and is able to get a spell off before anyone else has a chance to react. Maybe those sessions in the arena are starting to pay off.
One guard (NW) yawns and falls asleep almost immediately, his spear banging on the ground as he collapses. Tammer yelps as the point almost catches their ear. The second guard also yawns but manages to shake off the effect.
Mayor Klein watches the one guard fall asleep and sees the other yawn, but otherwise, Ethel sees no effect on him. Klein snaps his fingers, and Ethel, Jan and Avaria can see a shimmering field of energy materialize around his body, hugging him tightly, like a nearly invisible armour.
He steps back a little as Ethel moves towards him.
The other two guards were in the motion of trying to grab Ethel and at this point haven't decided to attack her with weapons (can't AOO with Grapple).
"Oh for heaven's sake," Klein says. "She's by herself, just grab her."

Outside the palisade, Marrin here's shouting and then the clanging of steel against steel but doesn't hear Ula saying anything.
Marrin manages to climb part way up the palisade. She's a little unsteady, but doesn't fall. She's about half way up (DC 10 to get to the top, DC 15 to get up and over to the otherside).
Jan isn't sure what Ethel's plan is lunging at the Mayor, but tries to make a quick decision given what she's presented with.
((With Ethel moving towards the Mayor, how many guards would be within a 10 ft radius area of effect that doesn't include Jan, Ava or Ethel? By my understanding, that would be to the east side of the room if she opted to place it there, would she be able to get more than two guards in the area of effect? Is there anywhere to else that could include the Mayor and guards, but not Ethel?))
(No where to get the mayor without getting Ethel as well. Opposite of the room, could get the NE Guard, SE Guard, and Slick in a 10' radius - could also manage it to just get the two guards and not Slick)
Jan will grab for the invisible Ava, tiptoeing up to whisper near her friend's ear, "If you can get Ethel out of there, I can unleash on that room, I don't care if anyone else in there lives..."
