Because this sword comes with no bonus to hit or damage, the best he could get is +5 to hit and +2 damage. And if he decides to rage, he couldn’t get this sword into action before round 2. But this is the only bonus action he has access to.)
(Since there’s nothing in the description saying the “wielder” needs to be proficient, I’m thinking anyone of you with +3 in Dex could get a +6 to hit and +3 damage per bonus action. Obviously, those that are heavy with bonus actions should prolly not take this.)
(Progo certainly wouldn't say no to a raiper he could make fly while shooting the crossbow, but it feels like he's gotten the last few things and Fred's been kind left out of item finds.)

Oooooh, could Fred (or Thalron) activate the sword out of combat and have it follow him around until needed? 30’ of movement, no concentration. Round 1 wildshape/rage, round 2 command it to attack? There doesn’t appear to be a time limit other than it will return to you after a 4th attack.)

I guess it comes down to the and, must it attack when first activated or not? The second paragraph says while it’s hovering you can have it move and/or attack with your bonus action. Implying that you don’t have to move/attack in subsequent rounds.

(Well based on proficiency and modifiers, I think Thalron makes the most sense. No proficiency bonus for Fred or Mara, and Progo's str is 8...)
