Orgen sits for a while then says, "Fog is usually created when warm air meets cold air in humid areas. If we had spellcasters that could cast ice spells that could chill the air it could be possible to create fog in a limited area. Also if you want a distraction I hoping to put on a show that I hope will grab their attention. With my Giant form and black armor I hoping, I can scare them witless while we deal with them. The oil is for theatrics. Plus if I get all of there attention hopefully nobody will be shooting our mages in the back."

Ok, so have you decided on a plan yet? The plan from the council was that you use the signal lamp to signal the boat, then use the rowboat to go out to them, since the ship would be expecting just that to happen. From there it was up to you as to what to do to get on the ship and take it over. Let's make a decision on what is going to be the plan on your end.
"Yes, we shall follow through the original plans, it should be enough to get us out and onto the ship in my opinion. As for once we are onboard I believe we should attempt to cut off attacks from our sides, make them either move to quell a fire or at least move around it. My fear currently in regards to the alchemist's fire is the danger of setting the whole boat ablaze."
The elf looks thoughtful, "While I do think the fire was a good idea, I do feel it is too dangerous given the setting. I say we follow through on just the base plan of getting on board and surprising them. Ogren's distraction can help nicely with that."

By the time that time the air is to warm and the fog thins and breaks. Anyways, I still can do damage and scare if need be, but I don't think it will have the same effect. However, I move along with this plan if folks think it is the right choice," he says picking an apple from the bowel on the table and begins to eat it.
With your plans made, the group gets a night's rest in the tower. (If you are making the alchemist fire, then we'll say you instead take a few days more at the tower, but do not need to rp that time.)
When you are ready you head back to the haunted house, setting up in the bandit's hq there, and waiting for the watchers to report the smuggler's ship's return. You are there for a few days before the signal is received. You spot a light, out on the water, which makes a series of signals towards the house. Knowing the signalling system used by the smugglers, you respond in kind, then get a third back, which you recognize as the all-clear signal.
A few minutes later the town guards arrive with the boat, to ferry you out. as you head that way though another small boat is lowered from the smuggler's ship and goes to meet you between the boat and the ship. Clearly they use this other rowboat to ferry supplies to you from the ship, which then you are expected to offload into your rowboat to return it to the caverns under the haunted house.
"Things just became much more complicated," Feanaro stated the obvious. He grabbed his bag and looked through it drawing out a small wooden and iron cube. He covered it with his hands and then released it onto the boats floor raising his hands away in an exaggerated motion. The box appeared to grow and become a static visual of the crates that seemed to block the others in the back of the boat.

Rober swore quietly under his breath. Then taking out his rope he tied one end to one of his crossbow quarrels. Noticing the questioning looks of his companions, “I am not really sure. Just a thought. Perhaps I can sink this into the ship and give us a way to pull our boat to it.”
”if any of you have a smooth tongue, perhaps you can convince them,” he nods at the approaching rowboat, “that we need to get on board the ship. Maybe we have an urgent but confidential message. Or maybe our cover is blown and we need to escape...though I don’t know exactly what we signaled with our own lanterns.”
"Perhaps one of us could feign illness or injury. Alternatively, we could row slower, force them to come further toward us and further out of site of the ship. Then we could try to switch places and row back to the boat as them. Lots of moving parts though."
"Most of the crew that was in the caverns were Hobgoblins less you can magically transform your skin we are in a bit of trouble," says Orgen thinks for a second then says, "Pretend you caught me and the guards, and you are bringing me to the ship. I think it is the only shot we have."

There are only 3 in the boat, but you are clearly visible to the ship at this point. Most of the smuggler crew were actually humans, with only 2 hobgoblins mixed in. You would feel fairly comfortable that being a hobgoblin is not necessary.
Hector thinks. We should be able to take these three, but if we are in view of the ship, that doesn't help. The direct approach does not work well here, but it is all that Hector really knows.
