Rules for magic items are going to be on a case-by-case basis. For the most part I probably won't require a formula, as the DMG suggests, but there will be things you may need in order to craft some things.
Quilla is seated in the conference room, waiting as you all answer her summons. She sits patiently as everyone takes their seats.
"We have been contacted by the Salt Marsh Town Council again." She informs you all once everyone is there. "They are worried that the ship we determined was part of the smuggling opporations, is still at large. They would like us to try to draw it in, using the signalling system we detailed to them in our report, and try to end the threat of the smugglers for good."
She hands a folder with the contract information to the documancer...
it is explained that, though the land-based operation of the smuggling ring has been quashed, there must be a seagoing vessel by which the contraband was originally conveyed, and this is still at large. The council, fearful that any surviving smugglers could seek to reestablish their operation from some other base, asks the characters to apprehend this vessel and put an end, once and for all, to the smuggling.
A reward of 400 gp is offered to the characters for the successful conclusion of the mission.
Alex while beaming says, “Setting a trap for the poor fools sounds very pleasing. I will go read up on how to do the signals, so if anyone wants to find out when the ship is expected to arrive we could give them a... welcome.”
OOC: Alex will study the signals to know how to respond and what to do to get rid suspicion. Also, does anyone know what race the people who helped the ship unload were to provide the most cover until the trap gets sprung.
Orgen gives what could be construed as a troubled sigh, "If dwarves were meant to be in the water we would have been born with fins and gills." Orgen seems displeased to leave solid earth to travel in the ocean, even it was to get paid.
After pulling out his abacus and running some calculations, Rober looks at this teammates. "Yes, this is boat I occulted before. While I foresee some risks I believe the potentials gains in treasure and reputation, not to mention our payment, are worth those risks. My vote is we accept the contract."
"The smuggler's were ultimately trading with Lizardfolk to assist them in a supposed war with Sahuagin," Feanaro starts. "Unless there is a middleman crewing the contact ship we need to be prepared to interact with the scaled folk or possibly even the sea monsters. I am sad to say that I am not versed in the Draconic language so if any of you are, be prepared. We can use it to our advantage if they try and talk when they think we cannot understand."
“I am a speaker of Draconic, so I may have some use as a middle man. I also don’t use physical weapons so people tend to be assume I’m not one for a fight.”
"I must admit to some confusion. I understand the desire of the council not to have smugglers operating in town or using the town as a base of operations. But, between Lizardfolk and the Sahuagin, I would side with the Lizardfolk any day of the week. Do we want to indirectly support the Sahuagin by depriving the Lizardfolk of their source of weapons?"
"Hmm can't say I enjoy both options. One would soon as eat you, the other have some ghastly powers as well if you were to believe the rumors, but money is money I suppose. Even if it means gettings on to a blasted boat," says Orgen says writing on a new piece of parchment.
Rober nods to Hector, “You have a point, Hector. But ultimately that’s a decision for the City, I think. After all, if they wish to intervene in the fight between the lizard-folk and the Sahuagin, we are not in a position comment. In fact, they have already done so. Our position, I think, is to make money for the Dragon Company, and ourselves.”
"So do we put it to a vote then?" Quilla asks, glancing to the group. "Seems like we have a consensus, but should probably make it formal." She lays a token on the table. 'I vote we move forward with this new contract."

The council reasons that the smugglers on the vessel are, as yet, unaware of the capture or death of their land-based colleagues, and a return visit by them might well be expected. Since the last consignment was offloaded only a short while ago, another one is not expected for some time — perhaps during the next new moon, which begins in about two weeks’ time.
The council arranges for members of the town guard to patrol the potential rendezvous points each night for the next two weeks in case the smugglers return earlier than expected. If the ship is sighted, the council is unwilling to risk the lives of volunteers by ordering them to take the ship and its crew by force. As soon as an approaching vessel is spotted, the council expects the characters to perform the actual task of boarding.
Once the characters accept the undertaking, the council puts a small fishing boat at their disposal and provides them with any reasonable amount of nonmagical equipment that they feel they require. The boat is large enough to accommodate the entire party plus two. The council also provides the services of two members of the guard to sail the boat for them when needed. They are not willing to board the Sea Ghost with the characters, though they defend themselves and the fishing boat if it is attacked.
Rober considers for a few minutes. “Yes,” he responds after a moment. “At a minimum we will need some way to board the ship from ours. I do not believe our sail boat will be the same size as the smuggler’s vessel so I anticipate climbing. Rope ladders, and more than 1 would be ideal, especially if they had some way to be anchored at the top like a grappling hook.
”Also what about flaming arrows to set the sails on fire? I genuinely do not know if that is a good idea. On the one hand it would give the crew something to think about besides repelling us and also make it harder for them to sale off. On the other hand, do we want to fight on a burning ship?”
