Is there a workaround to enable the additional cantrip granted by the All Purpose Tool?
I created a homebrew Feat for it. It adds a Spell with the following properties:
Spell Level: Cantrip
Spell Class: (blank), or else populate it with every Class, since it's a cantrip "from any class list"
Ability Score: INT
Number of Uses: (blank), same with Uses By Ability Modifier
Reset Type: Long Rest
Cast At Level: 1, or else (blank) - I use 1 since spell-granting magic items without charges typically only let you cast them at their lowest level
Additional Description: "NOTE: You can cast the cantrip for 8 hours, which is cast as though you are a 1st-level character." - leave off the part after "8 hours" if you're not doing Cast At Level: 1
Then you need to go to Manage Feats to select from the dropdown which cantrip you want access to for 8 hours. It'll then show up in your Spells. Change it back to -- after the 8 hours are up.
Please repair the feat "Fey touched", so it shows bot the "At will/Use" and the "Cast". I read in another thread this was decided since people complained about clutter. Sorry, that's not an option. The feat is described very clear and should be reflected correctly. How many people think now, that they can use Misty Step and the second bonus spell only once a long rest, because it was not "convenient" for some to have it there twice? Then why not remove all lower spells from higher spell slots, since you can also just tick them off? Of course you will not do that, since it's essential for a spellcaster to see his/her options at all times.
I just had a huge discussion with my DM that I can only use the spells from "Fey Touched" once per long rest, because he agrees how the feat is written, but "the sheet says so".
Man, I'm so disappointed now for bringing people in this situation because some found it "cluttered" :(

For one thing, that’s only possible with a 3rd-party browser extension like Beyond20, and DDB recommends not to use it as it causes the Devs no end of headaches.
In addition, sending data from DDB to Roll20 is a violation of the terms of service you agreed to when you made your account. Technically DDB can cancel your account and rescind all of the licenses you have purchased without refund for your breaking those rules.
It won’t help you to plead interactivity to Roll20.

Try clicking on the inspiration box twice. This resets the cache as I understand it.

In shared content, artificer is not appearing as an option for my players.
If you're the one sharing Tasha's, you may need to check that your account entitlements are in sync. You may also need to turn Content Sharing off and back on. If the players still don't see it, they may need to refresh their data cache - bumping them up a level and then back down will do that.
As a note, if you only purchased the Compendium content from Tasha's, then you wouldn't have access to the Artificer class unless you purchase at least one of the subclasses, which you can do from the Tasha's page in the store.
Edit: Artificer isn't gated behind the Eberron content anymore, so that shouldn't be the problem.

Indeed, the tool says nothing about being limited to cast at level 1 and there are cantrips that definitely do scale with level.
Some magic items allow the user to cast a spell from the item. The spell is cast at the lowest possible spell and caster level, doesn't expend any of the user's spell slots, and requires no components, unless the item's description says otherwise.
The "lowest possible caster level" part would be the stinger.

Okay, you make a good point about letting them cast the cantrip based on their own level as it's specifically an artificer spell for them. I was referencing the feat I made for the Hat of Wizardry, which specifically allows you to attempt casting a cantrip once a day, and could reasonably be limited to casting as though at level 1.
