I essentially agree. I think the D&D Beyond team will work to make new features an option for character creation, but this will doubtless take some time. Many of us, especially now, rely on DnDB for character generation and maintenance, so that we can export those characters for remote play.
Does anyone have advice on how to most easily use DnDB to build a character with S10 rules in mind?
for example:
If I were playing in a convention this weekend, and I wanted a Mountain Dwarf Bard +2 Dex, + 2 Charisma, with rapier proficiency instead of Battleaxe (both martial weapons) and Whip instead of Warhammer (same) as well as thieves tool proficiency (instead of Smith): is the best way to do that simply to enter everything as a custom modification for each weapon?
It’s pretty easy to do that, but I wanted to make sure there wasn’t a ‘gain proficiency’ button (or something similar). I don’t want to forget to level it up each time my proficiency goes up.
I don't think DDB has implemented any of the previous season AL rule sets in character creation so I wouldn't hold your breath for them to implement something for season 10 characters.
Presumably, they might implement something for initial stat bonus customization once Tasha's is released since it will be part of the general character creation rules for all of D&D 5e but I think it might depend again on how much work it is to implement.

I'd probably do a homebrew race, copying the Mountain Dwarf and making the changes in the homebrew editor.

I mean, there is a settings gear on each box of the character sheet, including proficiencies. When opened, it lets you add new. May even remove, but not as confident about that.
As far as racial bonuses, what I did with my Goliath Monk was go to the “other modifiers” box on the ability scores page and put a -2 in STR to negate the preprogrammed +2, then put +2 in Dex.
Could the DnD beyond team give the players the ability to turn on the character options listed in Chapter 9 of the DMG?
The DMG isn't a legal source for players in any season of AL, so I'm guessing this was meant for a different forum -- perhaps Feedback? Or Homebrew?
If you ask there, I'd advise to be specific about which options in Chapter 9 you're having an issue with. I know the DMG Eladrin and Aasimar are already available in the character creator.
Will there be an option in D&D Beyond character creation that will help us work with S10 characters?
Such as:
Sauce: https://media.wizards.com/2020/dnd/downloads/AL_PGv10_0.pdf (which will most likely change)
My guess would be probably not at least until those rules officially release in Tasha's.

That is a great idea!
