Bheur Hag: Goliath "resistance" to cold tempreatures becomign immunity to cold if they get corrupted into a bheur hag.
Annis Hag: Halfing, Dwarf or Gnome or some race with steotypical community spirit, the conversion into an annis hag then enlarges them and makes them crave the community they can no longer be part of hence the luring children and building up retinues of monstrous creatures.
For the Sea Hag, Merfolk work but they already have merrow as an evil version of them, what about going for Koa Toa or Sauhaugin?
I run hags as evolutionary creatures. That way, a hag NPC that was a challenge at low level won't just be a nuisance encounter when the party runs into them at a higher level.
Night hags are a special type of hag, (note create a type:fiend, NOT fey.)
As the party progresses in level, (if a hag is their primary antagonist,) the hag gains HD & powers without losing any they had at lower levels. Towards the top end of the scale, beyond bheur hags I have the trollish formian hags & Peloi~haggish mastermind godlings.
For your system, consider bheur hags as frost giants that made a fey pact...
Are you including the common lore "Hag Metamorphosis"? Id est, the ability of a hag to change from one type to another throughout the course of her life.

A hag that lives long enough or has the necessary resources can alter her basic nature, leaving behind her old physiology and adopting that of a hag appropriate to the environment of her current home. She might accomplish this transformation through force of will over time, or faster with the help of a ritual or assistance from her coven. The reasons for making such a change are as varied as the personalities and goals of hags.
Also, do you intend to include Dusk Hags (Eberron) and their origins?
Volos suggestion helped me develop 'how' they evolve in game terms, but really the way I run it is as if hag is an NPC class, something sadly lacking imho in 5e.
