I know that all the encounters are different, but some seem downright unfair for low level adventurers. Should i not use them on low level parties, or should i just let the party know that hey should just run. The first option seems more fair, but the second seems more realistic. I mean, garillions don't just come into existence at level 5
Chult is a dangerous place. Just because an encounter is possible that doesn't mean it's there so the players will try to kill those monsters. Sometimes hiding, running, or bargaining is the best option.
I don't have the ToA random encounter tables handy but typically harder encounters are rarer.
