i was trying to go for a elf that acted like the one in bright. she would be kind, a little strange, vibrant, and have an aura which most everyone likes. Is there any way i can establish this in game? Also note she is an npc.

If you're going to have a regular NPC, one way to keep their personality in mind is to write a short background for her. Three or four paragraphs.
You could also take the time to do a Character Questionnaire, something like fiction writers use. Things like this really fill in the gaps. The answers often aren't directly relevant to what happens, but if you fill it out, you get a much better picture of who this person is.
In general, something like an "aura which most everyone likes" is hard to pull off, because you have to somehow predict what people's reactions are going to be.
Far better to create a fully fleshed out character personality, and let people react to it, as they may.
Background histories, and personality descriptions are good for that. This also allows you to create motives and goals for the NPC, which gives them a life outside their interactions with the Party.

I recommend you pick 1 aspect of the character you want to emphasize and make sure to play it up during the player's first encounter with this NPC so that it leaves a lasting first impression. Give her a mannerism, catch phrase, accent, or habit that sticks out and make sure to call attention to it occasionally as the players interact with her.

If you have a couple of ideas thought out in advance they are more likely to come out naturally in play.
