Just have folks roll where you can see if it is an issue. At some point folks learn that cheating actually isn't fun and doesn't enhance the game (especially if caught) but some folks cheat anyway.
As for weighted dice, it is more likely to have d20s that are uneven due to manufacturing flaws so they don't give an even distribution but they won't roll just 20's. A d20 has too many sides, adding weight to the "1" which is opposite the "20" would decrease the chance of 1s while increasing 20's but the 20 is surrounded by 2, 8 and 14 then 4, 6, 10, 12, 16 and 18 (at least on the die I looked at). So if you have someone rolling even numbers more often than they should then they could have a weighted die :)
So I have this player, the past 3 SESSIONS he has not rolled below a 10 and has not had a total below 16. I know he’s cheating, and I believe I know exactly what I’m doing and heavily implied to him that I knew and that he should stop, without being direct about it so I could give him a chance to stop. Being honest, he is a bard and therefore expertise is a thing, and does have a magic weapon as well as a strength belt that brings his total to hit to plus 11 so some are reasonable. That being said, no one rolls 4 nat 20s in a row on saves and then rolls nowhere below 16 on ANY SAVE THE ENTIRE SESSION.
so basically, knowing he’s cheating, and doing that he’s not gonna man up and stop doing it, what advice do you guys have to deal with this

let him cheat. Players know: anything you can do, the DM can do too. If you can carry a torch, so can a group of Orcs (to avoid pesky Gloomstalker), etc etc.
Easy way to deal with it...have everyone roll sets of 10 rolls at the start of the session. Whenever a roll is needed use the rolls from top to bottom. If you need additional certainty they won't cheat have the rolls appy to the person to their right. Pretty much stops the cheating and speeds up the game.
